Who is causing confusion about the Agnipath scheme?

Since the Agnipath scheme was announced, two review meetings were held and many changes were made. Yet, the youth is continuously doing protests and violent demonstrations demanding to withdraw this scheme. To clear the confusion over the Agnipath scheme, a joint press conference was held by the Generals of all three armies.
