Majority of fines issued during Melbourne's lockdown not paid

During Melbourne's lockdowns, the state government issued thousands of fines to people who breached the chief health officer's directions. But new data obtained by the ABC shows only 6 per cent of the fines issued last year have been paid. But some lawyers say the government should waive the fines and show compassion at a time when life is slowly returning to normal.
