Speaking in the Lok Sabha on Monday, Union home minister Amit Shah said the Nagaland firing incident was a case of mistaken identity.

Fourteen civilians and one soldier died in a firing incident in Nagaland's Mon district on December 4. Security forces had allegedly opened fire on civilians in two consecutive incidents of firing. The forces claimed that they had planned an operation on the basis of "credible intelligence".

"All agencies have been asked to ensure that such incidents are not repeated. The Government of India expresses regret over this unfortunate incident," Amit Shah added on Monday.
