An FOI investigation has revealed a government department quietly approved a change at one of the Territory's biggest mining operations while the government was in pre-election caretaker mode. Internal documents obtained by the ABC also reveal the department began preparing a media announcement about a major expansion of the McArthur River mine, months before the minister agreed to give it the go-ahead.
