He made the comments on social media on Wednesday to mark the International Memorial Day for UN Korean War Veterans.
Moon said he prays for the souls of those who sacrificed their own lives for freedom and peace.
A ceremony was held at the UN Memorial Cemetery in Busan with a minute of silence at 11AM.
23-hundred soldiers from 11 nations who died during the Korean War are buried there.
