EC business owners up in arms over water billing system

Business owners in Mthatha in the Eastern Cape are up in arms over the water billing system. They say the OR Tambo District municipality has not been recording water meter readings. And for years they've been forced to pay for usage estimates. This they say harms their businesses, as they're now sitting with high water bills. eNCA’s Nceba Ntlanganiso has the details.
