Stranded German tourists fume over visas

We all know the country desperately cannot afford to lose tourim revenue. Why then were Germans tourists stranded at airports after they weren't allowed to fly here over the weekend. Well, their visa-free status had been suspended at the start of the lockdown and was not reinstated.
