EU leaders deadlocked over COVID-19 recovery plan

Despite a day-long extension to their talks over a massive COVID-19 stimulus fund,... EU leaders have failed to agree upon the size of the fund that's designed to help their virus-stricken economies.
Meeting in Brussels for a third straight day on Sunday, they again locked horns over a proposed recovery fund worth around 857 billion U.S. dollars,... and a EU budget of more than one trillion dollars for 2021 to 2027.
They failed to agree on the exact amount of the EU's long-term budget, the structure of the payouts,... as well as whether to withhold money from countries that fail to meet democratic standards.
Some members, including the Netherlands, Austria and Denmark, are pushing for repayable loans instead free grants and they want stricter control over how the funds are spent.
