How the Chinese diviner cast in I Ching divination? Mantra of Inviting the God

The prayer is a bunch of sentences to read it silently. Majority of them even burns the incense before reading the prayer. Some Chinese diviner, especially older age practitioners, they called it the mantras for inviting the gods. But who's the god are they actually referring to? Do we really need to make supplication to these gods?

天何言哉，叩之即應，富貴窮通，命運使然。遇事難斷，卜而決疑，惟神惟靈，實明我心。
