Neighbour from hell drops rubbish bags from 4th floor

A shocked woman filmed her neighbour throwing her rubbish from her fourth-floor apartment.
The scene was captured in Phnom Penh, Cambodia, on November 20.
Ah Heng watched in disbelief as the woman across the road hurled four sacks trash onto the road below.
She then walked down the flight of steps to leave the building. A pile of waste can be seen on the ground below.
Ah Heng believes the woman threw the black bags full of rubbish down from outside her room because she was too lazy to carry them down.
She said: "How can she dump her trash like that? This should be reported to officials. I watched her throw the bags then walk out of the building. She could have carried them down but she was too lazy.''
