Hong Kong leader Carrie Lam’s annual policy address was delivered via video on October 16, 2019, after opposition lawmakers twice disrupted her attempts to deliver the speech live inside the Legislative Council chamber.  Moments after the chief executive began speaking, the lawmakers shouted demands for Lam to meet five key demands of anti-government protesters.  After the disruption forced her to leave the chamber for a second time, the Legco president suspended proceedings.
