White Terrier Puppy Doesn't Let Dog Eat Food

Pepper, the puppy, prevented Loki, the dog, from eating food. Whenever Loki tried eating owl but Pepper would just sneak into and start eating and drinking water. She funnily kept on doing the same thing repeatedly making Loki walk outside the room.
