They include digital, personal and health security. Besides Tokyo, Japan's Osaka came in third on the list. Sandwiched in second place was Singapore. Rounding out the top five is Amsterdam, Netherlands, and Sydney, Australia. So which U.S. city is the safest? According to the EIU, it is Washington, D.C., which ranked seventh overall. D.C. was the only American city to make the top 10. Toronto, Canada, placed sixth.
