The Department of Transportation and Communication expects groundwork on the Mactan-Cebu airport project to begin within the year. Transportation Secretary Jun Abaya says phase one would entail the rehabilitation and extension and the the construction of a domestic terminal while phase two will involve additional facilities including a runway.
