Punto por Punto: Rotating blackouts, isa nga bang blackmail ng Meralco

Punto por Punto host Anthony Taberna discusses the warning of power distributor Manila Electric Co. (Meralco) that rotating blackouts may occur in case it is barred permanently from implementing a rate hike. Meralco earlier announced the rate increase, which was to be imposed in three tranches, as a result of the scheduled shutdown of the Malampaya gas plant.
