Petilla: Talks ongoing to avert blackouts in Luzon

MANILA, Philippines Energy Secretary Jericho Petilla said talks are ongoing so that power generation companies don't cut off supply to Meralco, which may cause power outages in Metro Manila and Luzon, after the Supreme Court prevented Meralco from collecting higher generation charges.
