Nation at 9: Is Delhi Police a law unto themselves because they are accountable to nobody?

Today in the heart of Delhi, a stone's throw from the parliament where our netas make laws - a frightende 11 year old girl stood helplessly - witness to a manic, brutal and senseless attack on her mother. The assailant was a man in uniform - a Delhi Traffic Police constable, so enraged at being denied a bribe. He thought nothing of attacking the woman with nothing less than a brick. There must be something seriously perverse with the system which makes it okay for men in uniform to salute netas and abuse the only constituent they are charged to protect - the public. Is it because they are not accountable to anyone? Is it time that Delhi Government takes over the capital's police?
