Youth and Sports Minister Syed Saddiq Syed Abdul Rahman said that the government's move to replace tolls on four highways with congestion charges had nothing to do with the Semenyih by-election.
He said critics can claim that this is for the by-election but it is the governments responsibility to find a way to solve the issue.
