According to local fire authorities, the blaze is believed to have broken out at around 5 a.m. on the third floor of the three-story building in the central district of Jongro-gu.
The fire was extinguished at 7 a.m.
The accommodation, or "goshiwon," was home to about 50 residents.
Those killed or injured were aged in their 40s to 60s.
