Mueller Doesn't Have To Indict Trump. Here's What Else He Could Do

Rudy Giuliani says President Donald Trump can't be indicted by the Special Counsel Robert Mueller, and thus can't face a subpoena. But that banks on a series of internal Justice Department policies, which to this day is untested in the court system. But Mueller has other options besides indicting Trump. He could decide to delay an indictment until the President leaves office -- so as not to interfere with the functioning of the executive branch.
