TN school's welfare scheme; offers gold coins in exchange of enrolment

In an attempt to upgrade from upper primary to higher school, a school in Tamil Nadu is offering gold coins to every new student who takes admission. The school is not only making efforts to lure students into taking admission but also parents to send their children to school. Not surprisingly, this initiative has encouraged 15 students to enroll themselves in the school but the question here arises is this actually a welfare scheme or the school as an institution is teaching students wrong values.
