Vermont Becomes Ninth State to Legalize Marijuana On Monday, Governor Phil Scott signed the bill, which was passed by the legislature earlier in January. Gov. Phil Scott in statement Under the new provisions, anyone age 21 or older can: • carry up to 1 ounce of marijuana
• grow two mature plants
• grow up to four immature plants The new law will go into effect July 1st, but the commercial sale of marijuana is still not legal.
