Authorities said Tuesday that the 13 California siblings who were kept in “horrific” conditions by their parents are being treated at a local hospital. Police are investigating the circumstances under which the parents, David Allen Turpin and Louise Anna Turpin who subjected their children to the abuse. Some of the children were shackled to furniture others were being starved.
