U.S. Representative Marcy Kaptur of Ohio stunned many on Wednesday when she appeared to characterize some women’s clothing as an “invitation” to sexual harassment.

Politico notes that according to inside sources, Kaptur made the comment during a closed Caucus meeting devoted to discussing the harassment issue.
The sources told the media outlet the Democratic lawmaker said, "I saw a member yesterday with her cleavage so deep it was down to the floor. And what I've seen...it's really an invitation."
Kaptur has since noted that she did not mean to engage in victim blaming but is interested in, "…how we can elevate the decorum and the dress code to protect women from what is a pervasive problem here and in society at large."
Both the House and the Senate have been dealing with sexual misconduct allegations against its members and appear to be struggling with how to go about handling the claims.
While some who stand accused have not been pressured to step down, that was the response requested of Senator Al Franken and Representatives John Conyers and Trent Franks.
In the midst of all of it, there has been a renewed interest in the sexual harassment allegations made against President Trump.
He has been denying the accusations, blaming Democrats at large for the resurgence in reports about his accusers.
While the president has made a number of general tweets about the stories being "defamatory" and calling them "fake news," he has lashed out at New York Senator Kirsten Gillibrand in particular.
Gillibrand told CNN on Monday that President Trump "should resign" over numerous sexual misconduct allegations.
In an apparent response, Trump called her out in a Tuesday morning tweet.
"Lightweight Senator Kirsten Gillibrand, a total flunky for Chuck Schumer and someone who would come to my office "begging" for campaign contributions not so long ago (and would do anything for them), is now in the ring fighting against Trump. Very disloyal to Bill & Crooked-USED!" the president wrote on Twitter.
