Federal authorities won't be taking legal action against United Airlines after a passenger was dragged off an overcrowded plane. The U.S. Transportation Department said that United did not violate the passenger's rights or any civil rights. United forcibly dragged off passenger David Dao on April 9, sparking public outrage.
