Why No Suspension For Senior Officials Who Gave The Lathi-Charge Orders???

In the background of the violence on the innocent in Yamanur, Home Minister Parameshwar has ordered investigation under senior officer Kamal Panth and asked that the report be submitted within one week and had apologized to the public. 6 constables also have been suspended from duty. But why is no being taken against the senior officials who actually passed the Lathi-Charge orders???
