According to the bureau, it is believed the individuals removed the West 27th Street explosive device from a suitcase and walked away with the bag, leaving the bomb behind.
That was the one of the two pressure cookers planted in Chelsea that did not explode, notes FOX News.
A poster released by the FBI includes a photo of the men and indicates investigators are, “…interested in speaking to these individuals and recovering the luggage."
