Teen girl suing cop after she's tased and arrested for riding bike in mall parking lot

TACOMA, WASHINGTON — The family of a girl is suing a police officer after a video was released showing the policeman pulling the girl off her bike, throwing her on the ground and tasing her.
The incident occurred on May 14, 2014 at a mall in Tacoma, Washington. Monique Tillman, who was 15 at the time, and her brother Eric Branch were riding bikes through the mall parking lot when an off-duty police officer Jared Williams and a mall security guard stopped the two teens.
In the surveillance video, Williams, who was in uniform and working mall security, could be seen approaching Tillman. While the video has no audio, the two can be seen having an exchange, in which Tillman pointed in various directions of the lot. The mall security guard and Branch also join the conversation.
Williams can be seen pulling something that looks like a notepad and pen out of his pocket. At the moment, Tillman moves to continue riding her bike. He then pulls the girl off her bike. Branch attempts to interfere but is stopped by the security guard.
Video then shows Williams holding Tillman by the neck, pushed up against a parked car in the lot. At one point he grabs her by the hair and throws her to ground before tasing and arresting her.
According to a complaint filed by Tillman's attorney, security said the teens were stopped because they were causing a disturbance. But Tillman maintained that they did nothing wrong, and wants an apology.
Tillman was charged for resisting arrest and assault on a police officer, but the charges were later dismissed.
