Pasiguria qe ofron tregu vendas për investim si dhe tendenca për t'ju shmangur tatimeve është një nga arsyet pse individët shqiptare, i transferojnë apo i fshehin fitimet e tyre ne vendet e quajtura parajsa fiskale. Ish-drejtori i agjencisë se pasurive te sekuestruara dhe konfiskuara Hekuran Vladi tregon se meqenëse disa sektorë te ekonomisë janë ne krize, ata individë qe zotërojnë shume te mëdha parash nuk kane mundësi ti investojnë brenda vendit. Ne realitetin shqiptare, kur niveli i korrupsionit është i larte, lufta kundër krimit ekonomik ha s ne dy rezistenca. Sipas ish drejtorit Vladi, edhe Shqipëria, si Kosova, duket te klasifikojnë korrupsionin shtetëror si krim te organizuar. Ne raportin e ndërkombëtar te gazetareve investigative rezultoi se 5 kompani shqiptare kishin fshehur paratë e tyre ne te ashtuquajturat parajsa fiskale. Por edhe nje tjetr raport ndërkombëtare, Global Finacial Integrity evidentoi se janë 1.3 mld dollarë qe kane dale nga Shqipëria ne 6 vitet e fundit, para këto qe nëse do te ishin pjese e buxheti te shtetit do ti kishin sjelle me shume mirëqenie jetesës se shqiptareve.
