Votimi i Bujar Leskajt ne krye te kontrollit te larte te shtetit përçan mazhorancen, ndërsa nxjerr ne pah edhe qëndrime te kundërta brenda koalicionit opozitar. Ndonëse grupi parlamentar demokrat kishte vendosur pro emrit te tij, te përzgjedhur nga presidenti Topi, Ish ministri i kulturës Leskaj siguroi vetëm 69 vota pro nga mashoranca si dhe votën e kreut te Pbdnj Vangjel Dule.
Socialistet ashtu siç kishin deklaruar votuan kundër me 61 vota. Mes demokrateve, deputetet Ilir Rusmajli, Viktor Gumi dhe Fatos Hoxha, qe te tre pjese e komisionit te ligjeve, abstenuan. Kjo ishte rrjedhja me e qarte e votave brenda mazhorances, pasi kundër vendimit te grupit doli vete kryetari i komisionit te ligjeve Ilir Rusmajli si dhe dy anëtare te tij, qe njihen si kundërshtare te hapur te presidentit Topi. I pyetur përmes telefonit nga "Vizion Plus", deputeti Viktor Gumi u përgjigj: "Ne vlerësimin tim, ishte e vetmja mënyre për te gjetur kompromisin mes vullnetit te grupit dhe kushtetutës. Demi qe është bere nga presidenti ne gjithë këtë histori, është i pallogaritshëm. Nuk meritonte veçse votimin kundër". Ndërsa kreu i partisë Bashkimi për te drejtat e njeriut, Vangjel Dule, pjese e koalicionit opozitar, sqaroi se kishte votuar pro, ne respekt te dekretit te presidentit. Gjate momentit te votimit ra ne sy mungesa ne salle e kryeministrit Berisha, i cili ne fakt deri ne atë moment nuk kishte qene asnjë minute prezent ne seance. Pas kalimit te dekretit te presidentit, ish deputeti demokrat i Vlorës Bujar Leskaj do te drejtoje Kontrollin e Larte te Shtetit për 7 vitet e ardhshme, duke zëvendësuar ne këtë detyre republikanin Robert Ceku.
