Police assault video: suspect kicked in the face by cop in Dover, Delaware - TomoNews

Corporal Thomas Webster of the Dover, Delaware police department is being indicted for second degree assault after dashcam video surfaced of Webster kicking a suspect in the head before putting him in handcuffs.

Webster and another officer apprehended a suspect identified later as Lateef Dickerson. When they had Dickerson at gunpoint, they ordered him to get on the ground. Dickerson slowly complied, but as he was assuming the position Webster kicked him in the head, breaking the man's jaw.

Webster was put on paid leave following the incident, but a grand jury decided not to indict him, and he was put back on patrol in June of 2014. Now, a second grand jury hearing has been called and Webster was arrested and indicted for second degree assault, which is a felony criminal charge.

He was put on unpaid leave and turned himself in before being released on a $5,000 unsecured bond.
