There is no end in sight to Syria's brutal uprising pitting rebels and government forces against one another across the country.

Refugees in this Turkish camp want Bashar al-Assad to step down, but are skeptical that the United Nations Security Council will make that happen at a meeting scheduled later on Thursday.

(SOUNDBITE) (Arabic) SYRIAN REFUGEE MOUSTAFA SAYING:

"If the security council really cared about the the stance of the Syrian people they would have done something before now. The international community has been just watching the shellings and killings all this time."

The refugees say they've reason to be pessimistic.

Several security council directives have been stymied by opposition from China and Russia in the last 15 months.

There has also been little action on plans to enforce a safe haven in Syria for rebels and those seeking shelter from the violence.

At least 200,000 and as many as 300,000 people have so far fled the country.
