The target was the symbol of state authority the office of the political agent in Mohmand district, the top government official in this tribal region.

The victims were pro-government tribal elders, local officials and police who were discussing the formation of an anti-Taliban alliance.

Monday's attack was the worst in Mohmand since July when a market bombing claimed by the Pakistani Taliban left over 50 people dead.

The army has claimed successes in their operations, but acknowledge consolidating gains and stabilizing the areas are still a challenge.
