Pre-summit talks have been going on among Europe's leaders ahead of yet another EU get-together billed as crucial to solving the euro crisis.
The finance ministers of the euro zone's four biggest economies have already met, but while they discussed closer long-term fiscal and banking integration as a remedy, Cyprus
became the fifth country to ask for a bailout.
