Rodolphe Adada, the UN-AU force's envoy, says the operation does not yet have enough troops on the ground to make a difference. By the end of the year he expects to have 80 per cent of the force in Sudan. Sir David also talks to Kenro Oshidari, the WFP's director in Sudan.
