Protected by one of Japan's largest tsunami-resistant barriers, people in the small fishing village of Taro never doubted their safety behind its gigantic sea wall. But faced with the giant 10-metre wave triggered by the March 11 quake, even the most well-prepared communities quickly discovered they were not prepared enough.
