00:00Magsisimula na ang pag-usisi sa panukalang pondo ng gobyerno para sa 2026.

00:05Resolusyon para sa transparency and accountability ng pambansang pondo,

00:09pinagtibay na ng Senado.

00:16Mukhang magiging maigpit na budget season ang aasahan para sa panukalang budget sa susunod na taon.

00:23Dahil pag titiyak mismo ng chairperson ng Senate Committee on Finance,

00:26hindi basta-basta makakalusot ang ilang insertions.

00:31Hindi ko papayagan na magkaroon ng pagsisingit especially at sa BICAM.

00:38Yung BICAM will be limited to disagreeing provisions, including CHA-CHA dahil hindi naman napag-usapan yan.

00:43So, hindi natin napag-usapan in any hearing or in any fora.

00:50So, basta as a principle, regardless kitang anong budget yan,

00:54whether CHA-CHA, People's Initiative, ACAP.

00:57As long as walang detailed plan,

01:02and it wasn't a proposed plan from the executive,

01:06hindi natin pwedeng payagan na bigla nilang siya mapapasok sa BICAM.

01:10Ayon kay Gatchalian, nire-respeto niya ang mga prioridad ng Pangulo,

01:14pati na ang mga gusto nitong proyekto na maimplementa.

01:16But mayroon niya yung mga pagkakatoon na yung mga agencies,

01:20hindi effective yung kanilang projects or hindi naman nagagasto sa pondo.

01:25And that's where us, the legislators will come in dahil hihimayin namin yung budget.

01:32Pinagtibay na rin ng Senado ang Senate Concurrent Resolution No. 4,

01:36o ang resolusyon naglalayong maging mas buka sa publiko,

01:40ang pagbalakas ng pambansang budget.

01:42Sa madaling salita, palalakasin nito ang transparency at accountability

01:46at inaasahang mararamdaman nito sa panukalang 2026 National Budget.

01:52Base sa resolusyon, sisiguraduhin na lahat ng deliberasyon ng budget,

01:56pati na ang Bicameral Conference Committee,

01:58ay magiging bukas para mapanood ng publiko ng naka-livestream.
