The Texas House of Representatives met on Monday but was unable to conduct business due to a lack of quorum.

00:04Strict enforcement has been requested by representatives Raymond, Moody, Martinez,
00:09Canales, Munoz, Cortez, and Longoria.
00:12Please vote from your desks and for yourself.

01:11The roll has been called and a quorum has not been established.
01:15Let me begin by commending the members who did show up.
01:20Those who answered the call, honored their oath,
01:24and came here ready to work for the people of Texas.
01:28Your presence speaks volumes.
01:30You understand that the issues before us, disaster recovery,
01:34fighting for the families who lost loved ones in the floods,
01:38human trafficking, and more, are not abstract policy debates.
01:43They are real-world problems demanding immediate solutions.
01:48But instead of confronting those challenges, some of our colleagues have fled the state and their duty.
01:54They've left the state, abandoned their posts, and turned their backs on the constituents they swore to represent.
02:02They've shirked their responsibilities under the direction and pressure of out-of-state politicians and activists who don't know the first thing about what's right for Texas.
02:10To be absolutely clear, leaving the state does not stop this house from doing its work.
02:17It only delays it.
02:19And every day this chamber is unable to act, the cost grows.
02:25In response to this dereliction of duty, and pursuant to the rules of the house,
02:31I am prepared to recognize a motion to place a call on the house and any other motions necessary to compel the return of absent members.
02:39Should such a motion prevail, I will immediately sign the warrants for the civil arrest of the members who have said they will not be here.
02:49As Speaker, I will do everything in my power to establish quorum and move this body forward, by any and all means available to this office.
02:57To those who are absent, return now.
03:00Show the courage to face the issues you were elected to solve.
03:03Come back and fulfill your duty.
03:06Because this house will not sit quietly while you obstruct the work of the people.
03:11The people of Texas are watching, and so is the nation.
03:15And if you choose to continue down this road, you should know there will be consequences.

04:13Lord, help us to see each challenge as an opportunity and to recognize that our true struggle and enemy is against the spiritual forces of evil in this world.
04:24Strengthen these men and women with your power to overcome evil with good.
