00:00In a significant policy shift, the U.S. State Department has proposed a 12-month pilot program
00:24that could require some applicants for business and tourist visas to pay a bond of up to $15,000.
00:30The move is aimed at curbing visa overstays and tightening entry requirements amid broader
00:35immigration reforms by the Trump administration. According to a notice set to be published in the
00:40Federal Register on Tuesday, this new rule would apply to applicants from countries with high rates
00:46of visa overstays, poor document security, or lack citizenship screening processes, especially those
00:52offering citizenship by investment with no residency requirements. The bonds will range from $5,000 to
00:59$15,000, depending on risk assessment, and are meant to ensure that the U.S. government isn't
01:05left financially responsible if a visitor violates visa terms. If the visitor complies with all
01:11requirements, the bond would eventually be refunded. The new pilot program is expected to begin 15 days
01:18after publication. While the exact list of affected countries hasn't been released yet, it will be
01:24published when the program officially kicks off. Importantly, the policy does not apply to travelers
01:30from the visa waiver program countries. These 42 nations, mostly from Europe, along with some from
01:36Asia and the Middle East, allow visa-free travel to the U.S. for up to 90 days for tourism or business.
01:43The department emphasized that individual cases could still receive bond waivers, depending on the
01:49applicant's background and travel history. This proposal comes on the heels of other visa-related
01:54changes under the Trump administration. Just last week, the State Department announced that more visa
02:00renewal applicants would now be required to attend in-person interviews, a departure from the earlier
02:06relaxed process. Additionally, diversity visa lottery applicants must now possess valid passports,
02:13from their countries of citizenship at the time of application. Visa bonds have been floated in the
02:18past but never actually implemented due to concerns over administrative complexity and public perception.
02:24However, the department now argues that such concerns are no longer supported by current evidence.
02:31The move is already raising eyebrows among immigration advocates and foreign nationals,
02:36many of whom worry the high cost could make travel to the U.S. unaffordable,
02:40especially for people from developing nations. More details, including the specific list of
02:46countries affected, are expected once the rule is formally published.
