Thailand and Cambodia announced an immediate ceasefire after escalating border tensions. Both countries credited Malaysian PM Anwar Ibrahim and US President Donald Trump for their successful mediation efforts that brought the two sides to the table.

00:00On behalf of the Malaysian government in ASEAN, I must express my deep appreciation and gratitude
00:09to both my close friends and associates, the Prime Minister of Cambodia, Samdek Hoon Manet,
00:20and the Prime Minister of Thailand, Bum Tham Bu Chaya Chai, for not only being present,
00:31gracious enough to participate in very frank discussions, very passionate about securing peace.
00:39And due to their efforts and participation, we have seen very positive development and results
00:47that would ogre well for Cambodia and Thailand and for ASEAN.
00:57The government of Malaysia, Cambodia and Thailand issued this joint press release
01:02following the special meeting, chaired, hosted and witnessed by Prime Minister Anwar Ibrahim in Putrajaya
01:09and participated by Cambodia's Prime Minister, Samdek Mohabobor Tipadai Hoon Manet,
01:16and Thailand's Acting Prime Minister, Bum Tham Bu Chaya Chai, and co-organized by United States of America
01:24with the active participation of the People's Republic of China to promote a peaceful resolution
01:31to the ongoing situation.
01:34Prime Minister Hoon Manet and Acting Prime Minister, Bum Tham Bu Chaya Chai,
01:39have expressed their positions and willingness to immediate, for immediate ceasefire,
01:45immediate ceasefire and return to normalcy.
01:49The United States' President Donald J. Trump has been in contact with the leaders of both countries
01:57urging the leaders to find peaceful resolution to the conflict.
02:03The Chinese side has kept close contact with Cambodia, Thailand and Malaysia and relevant countries
02:09to actively promote dialogue, ceasefire and restoring peace.
02:13The presence and collaboration of all parties underscore a shared commitment to peace, dialogue and regional stability.
02:23Both Cambodia and Thailand reached a common understanding as follows.
02:28One, an immediate and unconditional ceasefire with effect from 24 hours local time, midnight, on 28th July, 2025, tonight.
02:46This is a vital first step towards de-escalation and restoration of peace and security.
02:55Second, to convene informal meeting of regional commanders, regional military 1 and 2 on the Thai side,
03:05and regional military 4 and 5 on the Cambodian side at 7 hours on 29th July, 2025,
03:15which means tomorrow morning at 7, and followed by meeting with Defence Attaches led by the Chair of ASEAN,
03:26if both sides are agreeable, and three, to convene a meeting of the General Border Committee, GBC,
03:35on 4th August 2025 to be hosted by Cambodia.
03:41As the current chair of ASEAN, Malaysia stands ready to coordinate and observe a team to verify and ensure its implementation.
03:51Malaysia will also consult with fellow ASEAN member states to participate in the observation effort,
03:59reflecting a regional commitment to supporting peace on the ground.
04:03Both sides also agree to resume direct communications between both Prime Ministers, Foreign Ministers, and Defense Ministers.
04:14The Foreign Ministers and Defense Ministers of Malaysia, Cambodia, and Thailand have been instructed to develop a detailed mechanism
04:21for the implementation, verification, and reporting of the ceasefire.
04:27This mechanism will serve as a foundation for sustained peace and accountability.
04:33The meeting reaffirms the shared resolve of Malaysia, Cambodia, and Thailand to uphold the principles of international law,
04:42peaceful coexistence, and multilateral cooperation in the pursuit of a just and lasting resolution to the situation.

05:51We hope that the solutions that Prime Minister Hanwha just announced
05:58will set a condition for moving forward for our bilateral discussion
06:06to return to normalcy of the relationship
06:09and as a foundation for future de-escalation of forces.
06:16In this sense, I'd like to express my thanks to Prime Minister Hanwha Ibrahim of Malaysia
06:21for hosting this urgent and timely meeting
06:25as well as his effort and personal initiative
06:29to mediate an immediate ceasefire between Cambodia and Thailand
06:32on 24th of July, 2025.
06:37I also extended my deep appreciation
06:39to President Donald Trump
06:42for his decisive mediation on 26th of July, 2025.
06:47Cambodia values the effort of the United States
06:49and thanks to the government for organizing this crucial meeting
06:53in support of peace.
06:55I wish also to thank the government of China,
06:59for the Republic of China
07:01and for effort and also participating in this process
07:10in order to achieve the outcome,
07:13the positive outcome that we have today.
07:16I also thank you, Prime Minister Phum Tham,
07:20for his positive role in constructive dialogue that we have today
07:25that leading to the agreement,
07:29which will lead to the stop of fighting immediately,
07:34starting from tonight,
07:35and open ways for our engagement between military to military
07:39from tomorrow morning,
07:41starting with the regional commanders meeting
07:43at 7 o'clock in the morning.
07:47And also, there's possibilities of engagement
07:51after with the representative from the ASEAN attaché
07:59led by our ASEAN chair's country, Malaysia,
08:03with the approval of both sides after our meeting.
08:09And also, we will have the GBC meeting
08:13between led by the ministers of the fund,
08:15which will set a good platform for more discussion
08:18to return to normalcy.
08:20So, I have once again appreciate the outcome
08:25and we hope that,
08:27and I confidently believe that the result that we have today
08:33will provide a lot of opportunities
08:36for hundreds of thousands of people on both sides
08:40to return to normalcy
08:41and the stop of fighting between our two countries,
08:44and the time to start rebuilding trust and confidence
08:47and cooperation going forward between Cambodia and Thailand.
08:50And thank you again, Prime Minister Anwar.
