00:14She says she is shocked and disappointed
00:16at Europe's failure to act against Israel
00:19for its human rights breaches in Gaza and the West Bank
00:22Dr. Varsan Shaheen, Palestinian Minister for Foreign Affairs
00:28thank you very much for joining us on Euronews
00:30Salaam Alaikum
00:30Thank you very much and thank you for hosting me
00:33What was widely anticipated happened
00:35which is that EU member states decided not to take action against Israel
00:38for its war in Gaza and the situation in the West Bank
00:42many member states really can't agree to do that
00:44and it's obviously despite the fact that the EU has a report
00:47that said that Israel has breached EU human rights standards
00:52what is your response to that?
00:55Shocking and disappointing
00:56because everything is crystal clear
00:59I mean there's an EU report that clearly stated
01:04that Israel has been violating 38
01:0838 violations were indicated in that report
01:12and it's an EU report
01:13and the EU-Israel Association Agreement
01:18is also clear in its Article 2
01:21on anybody part of the agreement
01:25should be in compliance with international law
01:29and international humanitarian law
01:31and when an EU report says
01:34that there are 38 violations
01:36that should be taken very seriously
01:38and these violations have been unfolding
01:41in front of everybody's eyes
01:43the whole world has been seeing what is happening in Gaza
01:49the killing, the atrocities, the war crimes, the weaponization of food
01:55the killing of people queuing to get a pack of flour
02:01all of this is clear
02:04it doesn't need more assessment
02:07and yet there was a failure
02:11on agreeing to take actual measures
02:14I mean those member states would say
02:16that that's the point isn't it
02:18that actually it won't deter anything
02:19it won't help the situation on the ground
02:21for Palestinians
02:22and that it would close the contact with Israel
02:25yes but this line has been opened for so many years
02:28and the violations are continuing
02:30the time is now to say enough is enough
02:33and wrongdoing
02:35any perpetrator of wrongdoing
02:37should be held accountable
02:38no state is above the law
02:40what we hear from Israel is also that
02:43Hamas is taking aid
02:45from the mouths of Palestinian people in Gaza as well
02:48look there are conflicting reports on this
02:52but regardless whatever is being offered in Gaza
02:56is not meeting the needs of the Gazans
02:59there was a modality in the past
03:01and that modality was working
03:03because the international organizations
03:05were distributing the aid
03:08and they had like 300 points of distribution
03:11today we have a new modality
03:13with four points of distribution
03:15invariably you will have crowds
03:17massive numbers of people queuing to get food
03:21today aid is not receiving
03:23it's not received by the people
03:25and it's causing a lot of damage and deaths
03:27today there are more than 700 people
03:30who have lost their lives
03:31killed while queuing for food
03:34and this has to stop
03:35one of the points also made by the EU
03:37is that the reason they may not take action
03:40against Israel now
03:41is it's pending the materialization
03:43of this new agreement
03:44where the EU and Israel have agreed
03:47to substantially increase the amount of aid
03:50into Gaza reopening humanitarian routes
03:53in Egypt, Jordan and other areas
03:56and substantially make sure that people
03:58can get access to not just food
03:59but to medical items
04:00is that something that you're hopeful of?
04:03Well these are the requests by the EU
04:05and I hope the EU puts very strong
04:09scrutinizing measures on monitoring
04:12the compliance with the agreement
04:14because if we look at the last week
04:16since the agreement was made
04:19we see more killings of people
04:22we see people killed at the queuing points
04:26we see children brutally murdered
04:29while in tents awaiting medical care
04:32from another tent
04:34so these are the kinds of questions
04:36that need to be asked today
04:38and asked in a very serious manner
04:40and reports should not only come from Israel
04:43because Israel has denied entry of journalists
04:47has denied the work of a lot of the NGOs
04:51and is not allowing anybody
04:53to come up with anything that is credible
04:56Well speaking of influence
04:58your own president Mahmoud Abbas
05:00has called for Hamas to release the hostages
05:02immediately to give their weapons up
05:05to root out Hamas
05:06and to essentially say that
05:07in any future Palestinian state
05:09Hamas won't rule the Gaza Strip
05:12but I mean the Palestinian Authority
05:14isn't even involved in any of the negotiations
05:16at the moment
05:16it doesn't have any influence
05:19Yes, the Palestinian Authority is very relevant
05:21because the Palestinian Authority today
05:24functions in Gaza
05:25we have people in the health sector
05:28we have people in the education sector
05:30in water, in energy, in social services
05:32we have an operations room
05:34that has all the Palestinian ministries
05:36it has most of the international organizations
05:38that meets on a regular base
05:41and discusses issues in Gaza
05:43and meeting the demands and the needs in Gaza
05:45which we know are monumental
05:47and cannot be met
05:48by the Palestinian Authority alone
05:50so we are relevant
05:52I mean Hamas has ruled Gaza
05:55with an iron fist for nearly 20 years now
05:57so the Palestinian Authority
05:58hasn't had influence
06:00in the way that you're saying it has
06:01not from a cultural perspective
06:03or a political perspective
06:04I mean there's been so much violence
06:06against Palestinians by Hamas
06:08in the Gaza Strip
06:09and the PA haven't been able
06:10to influence anything there
06:12but not everybody in Gaza is Hamas
06:14of course
06:15I'm not saying that at all
06:16I'm just saying the way they rule Gaza
06:18yes
06:19but things will change
06:21and if people see a future
06:24that gives them some hope
06:26going into the future
06:28whereby they are respected as human beings
06:31things will fluctuate
06:33one other issue though
06:35I mean let's say we're getting to that
06:36is that there's always been complaints
06:38as far back as Yasser Arafat
06:39but also the Palestinian Authority
06:40the PLO
06:41that there's deep corruption
06:42and nepotism within that organisation
06:44and you talk to young Palestinians
06:46and they say the same thing
06:48okay we don't support Hamas
06:50but the alternative isn't going to lead us
06:53down a very strong path either
06:55how can you persuade
06:56in fact not just persuade people
06:58but how will you root out
06:59that level of corruption
07:00look corruption is everywhere
07:01I know but that's not an excuse
07:03it's not an excuse
07:04but corruption is everywhere
07:06and remember we are under occupation
07:08and occupation corrupts
07:11occupation corrupts
07:13well culture exists anyway
07:14funding from outside corrupts
07:16not being able to
07:18direct your organisations
07:22the way you want corrupts
07:24so there are so many variables
07:25in Palestine
07:26that lead towards that end
07:28that is not an excuse
07:30but today we have a reform
07:32and development agenda
07:33by this government
07:36in Palestine
07:37and we're working
07:38on all aspects
07:40to curtail corruption
07:42to decrease nepotism
07:45to ensure that
07:46our organisations are governed
07:48by rules and regulations
07:50applicable to all
07:51this takes time
07:52can you see any politician
07:54or political group
07:55in Israel
07:56that you could do business with
07:58to eventually have and create
07:59a Palestinian state
08:01I mean there's so much aggression
08:02and confrontation
08:03it looks so further apart
08:05than it's ever been really
08:06well to tell you
08:08I mean with this
08:09rightist government
08:10it's very difficult
08:11because if you hear
08:12what this government stands for
08:14what the ministers utter
08:15the incitement
08:17against the Palestinians
08:18and anything that is Palestinian
08:20it would be very difficult
08:21but that doesn't mean
08:23that we should give up
08:24we need
08:25the Israelis should create
08:27the body
08:28that can take them
08:30onwards
08:31and with the Trump administration
08:32I mean
08:33do you have any hope now
08:35well we keep the hope alive
08:37because we are two staters
08:39and we believe that
08:41that two state solution
08:43is the only viable solution
08:44because Israel will not accept
08:46to be a democratic state
08:48for all its citizens
08:49and we will not accept
08:51to continue living
08:52the status quo
08:52or an apartheid state
08:54a lot of the Arab countries
08:55in particular Egypt
08:56but also Saudi Arabia
08:58even Jordan
08:59although the king of Jordan
09:01has been very vocal
09:02in his opposition
09:03to what Israel is doing
09:04the other Arab countries
09:05have not been strenuously
09:06trying to support
09:08or push for international measures
09:09in support of Palestinians
09:11does that disappoint you?
09:13no
09:14because today
09:15the Arab support
09:16is more than ever
09:18but in Egypt it's not
09:19I mean
09:19the Egyptians are
09:20charging Palestinians
09:22an arm and a leg
09:23more money than they could
09:24ever afford
09:25to just simply leave
09:26the Gaza Strip
09:27and stay in Egypt
09:28for some safety
09:28you see those stories
09:30all the time
09:30no
09:31but if you look at
09:32what for example
09:33I'll give you one example
09:35when President Trump
09:37said about his intention
09:39to create the Riviera
09:40there was very quick response
09:43from all Arab states
09:44individually and collectively
09:46on the no displacement
09:47issue of Palestinians
09:48and today
09:50more than ever
09:50they are
09:51adamant
09:53on ensuring
09:54that normalisation
09:56will not happen
09:57unless there is
09:58a move
09:59towards a political path
10:01and that's important
10:02do you believe
10:03then someone like
10:04Mohammed bin Salman
10:05in Saudi Arabia
10:06and the Qataris
10:08and so on
10:08that they are actually
10:09actively
10:10behind the scenes
10:11at least
10:11pushing Trump
10:12to create a Palestinian
10:14a two-state solution
10:15or at least
10:16to stop the war
10:17in Gaza
10:17I mean do you have
10:18any information
10:19about that
10:19I think
10:20all countries
10:22are sending messages
10:24to the United States
10:26on the immediate
10:27ceasefire
10:28the entrance
10:30of humanitarian aid
10:33the unimpeded entrance
10:35the opening
10:36of the crossing
10:37the easing up
10:37on the Gaza Strip
10:38and the two-state solution
10:41I mean today
10:41Saudi Arabia
10:43is co-sponsoring
10:45this international conference
10:47so today
10:48Saudi Arabia
10:49is very vocal
10:52about no normalisation
10:53unless there is
10:54a political path
10:55and for us
10:56Saudi Arabia
10:56is a very important
10:58Arab country
10:58just before I let you go

11:01Palestinian state
11:02what does it look like
11:03to you
11:04obviously
11:05there would have
11:05to be Israeli
11:06guarantees
11:07security guarantees
11:08and so on
11:08is it a pluralistic society
11:11it would be
11:12a pluralistic society
11:13there would be
11:14a place for women
11:15I'm a woman
11:16and I'm a minister
11:17of foreign affairs
11:18and I'm Christian
11:19and I'm from
11:20Armenian origin
11:21where would you find that
11:23but you see it
11:25in Palestine
11:26so Palestine
11:28would be a place
11:29for everyone
11:30everyone that is
11:32peace loving
11:32everyone that respects
11:34international law
11:35everyone that respects
11:37any agreement
11:38signed
11:39by Palestine
11:40with its neighbours
11:41and everyone
11:42that believes
11:43that Palestinians
11:44deserve to live
11:45and deserve to be
11:46contributors to the world
11:48just like they have been
