00:00Alright, thanks for being here.
00:04Last night Tasmanians voted for a change of approach
00:08and once again they've delivered Tasmania another hung parliament.
00:12It looks as though we're going to end up with a very similar
00:16or the same number of seats for the three parties.
00:20Labor will be on 10 seats and obviously we wanted to be winning more seats
00:24and that is disappointing for us and our movement.
00:28When we took the decision we did to move No Confidence in Jeremy Rockcliffe it was about
00:32three things. It was about the budget disaster that was about to be
00:36inflicted on Tasmania, it was about his plan to privatise the assets that Tasmanians
00:40had built together for 100 years and it was about the performance on the spirits of Tasmania.
00:44On all of those issues
00:48Tasmanians wanted change and I'm pleased that the Premier has already abandoned his privatisation
00:52plan and the spirits of Tasmania are finally coming home.
00:56But the big challenge facing Tasmania as a state remains
01:00our budget crisis. Tasmania
01:02has $4.2 billion worth
01:04of net debt today but
01:06over the course of the next four years that will
01:08triple and that is a position
01:10that we cannot allow to continue.
01:12Tasmanians have voted for a change
01:14Tasmanians have voted for a change
01:16of approach and they
01:18want to see their politicians working better
01:20together and I accept
01:22that all of us need to change the way that we approach this.
01:26There's going to be a large crossbench again
01:28and this is going to be about who can
01:30form a government that can last
01:32for four years.
01:34No one wants another early election
01:36including myself and the Labor Party
01:38and so we've got to make this parliament work.
01:40This morning I've spoken to
01:42a number of members of the crossbench
01:44and offered
01:46that Tasmanian Labor will try and work
01:48differently and collaboratively
01:50with the crossbench.
01:52It appears as though the Liberals have won
01:5414 seats although there's a lot
01:56of counting still to go.
01:58It's difficult to see how they get to
02:0018 seats from 14 but as I said
02:02there's a lot of counting to go.
02:04We need to see, wait and get the final results
02:07but over the course of the next few days
02:10we'll be speaking to crossbenchers
02:12and making sure they understand where Labor stands.
02:15But what I do want to reiterate
02:17is that Tasmanian Labor will not do deals
02:19with the Greens.
02:20I repeated that hundreds of times
02:23during the election campaign
02:24and I will not change that.
02:26Tasmanian Labor believes in
02:29Tasmanian Labor believes in jobs
02:32safe, secure, well paid jobs
02:34and we support traditional industries
02:35that have been supporting Tasmanian
02:36regional communities.
02:38I've already been speaking to the business community
02:40this morning to reassure them
02:41that Tasmanian Labor won't be changing
02:43from our support for those things.
02:45But we will seek to collaborate better
02:47with the crossbench where we can find
02:49common interests that Tasmanians want to see.
02:52Tasmanians want to see their parliamentarians
02:54behaving maturely like adults
02:57and working together towards a Tasmania
02:59that's better.
03:00Tasmania's got incredible opportunities
03:02in front of us.
03:03We are and should be
03:04the renewable energy powerhouse
03:05of the country
03:06and yet we've lost that position.
03:08We've got huge opportunities
03:09around renewable energy
03:11around our young people
03:12and yet we've got so many challenges
03:14in front of us.
03:15We have a budget crisis.
03:17Tasmania's education system
03:19is performing the worst of any state.
03:21Our health system is in crisis
03:23and we need to do better for Tasmanians.
03:25That's my commitment over the next few days
03:28or weeks or however long this takes
03:30to do whatever we can
03:32to make Tasmania a better place.
03:34Which crossbench do you need?
03:36I'd say all of them, I think.
03:39Including the green?

03:41Independent crossbenchers, yes.
03:42Do you have any road swap in?
03:43No.
03:44Are you confident you can get the three you need?
03:45And I haven't sorted.

03:49Look, we'll speak with everyone respectfully
03:52and I won't go into the details
03:54of any of the conversations
03:55but we'll treat people with respect
03:57and I think that's what the crossbench is looking for
03:59and it's also what Tasmanians are looking for.
04:02Chest beating and bravado doesn't cut it.
04:05What we need to see is collaboration
04:07and working together.
04:08Tasmanians want to see their politicians
04:10rise to a higher level.
04:12They want to see us working better together
04:13and they don't want another early election.
04:15It's clear that Jeremy Rockcliffe having won the most seats
04:18is going to have, he's got the first crack
04:21at forming a government here
04:22but it's also clear that it's going to be difficult
04:24for him to get to the 18 seats that he needs.
04:26Why do you think Labor performed so badly?
04:29Well, I think Tasmanians, firstly,
04:32didn't want to go to an early election
04:34and the Liberals successfully prosecuted a case
04:36about how the election was called.
04:39But let me be clear, Jeremy Rockcliffe won minority government
04:44last year and the deals that he signed with the crossbench
04:48fell apart for three key reasons.
04:50They broke the budget, they tried to sell Tasmania's assets
04:53and they left our spirits of Tasmania
04:55on the wrong side of the world.
04:57Did you say you haven't sought official support from those?
05:01I haven't, look, I haven't asked for...
05:03These are early stages of discussions.
05:05I've opened the lines of communication this morning
05:07to the crossbench and explained our position going forward
05:12and offered to work constructively with them
05:14in line with the message that I heard from Tasmanians last night.
05:17Have you spoken to Rosalie Woodrow?
05:19No, I haven't.
05:20Do you intend to do so?
05:21I mean, you need those five votes.
05:23So I've been clear with Tasmanians before this election
05:26that I won't be doing any deals with the Greens
05:28and I'm not going to change that.
05:30Tasmanians don't want to see people say things one day
05:33and then change their mind afterwards.
05:35They want to see us be consistent.
05:37Tasmanians want to see a Tasmanian...
05:40Sorry, people living in regional communities
05:44don't want to see me go back on what I've said.
05:47What I've said to Tasmanians is that we back safe, secure, well-paid jobs.
05:51We back the aquaculture industry, forestry and mining.
05:54They're things that are really important to me
05:56and I'm really passionate about
05:57and our team is really passionate about.
05:59But there will be things we can collaborate on
06:01with independents in particular.
06:02We want to work with them on things
06:04that make Tasmania a better place.
06:06I'm not going anywhere, guys.

06:10How can you go without speaking to the Greens
06:12giving you the best support?
06:14Well, as I said, I won't do deals with the Greens.
06:16I've been steadfast in that.
06:17I won't be changing my position.
06:18So, just to be clear, you're expecting their support
06:20with no... nothing conceded.

06:28The Greens will make their own choices.
06:30They've made their choice to vote no confidence in Jeremy Rockcliffe
06:34and that's a matter for them.

06:42Look, we'll work constructively and collaboratively
06:46with the parliament and the crossbench
06:48that Tasmanians have given us.
06:50That's what people expect us to do.
06:52What I will say is that we'll do whatever we can
06:55and we'll work as hard as we can
06:57so that Tasmanians don't keep going through early elections.
07:00This was the second, third early election in a row for Tasmanians
07:03and it's clear they're sick of it.
07:05And they expect leadership from people like Jeremy Rockcliffe
07:08and myself and the crossbench
07:10to make sure that doesn't happen again.
07:12How much responsibility do you take for that early election?
07:17Well, we saw the state of Tasmania's budget.
07:20The state of Tasmania's budget is currently
07:22there's about $4.2 billion worth of net debt
07:25and it triples over the next four years.
07:28There's no opposition leader worth...
07:31There's no opposition leader in Australia
07:34that would have just stood idly by
07:36and let them do that.
07:37They would have wrecked our state and sent it broke.
07:40But at the same time as you've had the parliament essentially,
07:42it's not an election.
07:43It's been wasted.
07:44How long does Australia?
07:45Well, we obviously wanted to win more seats.
07:48We wanted to win more seats
07:50so that we would be in a better position.
07:53But we've won 10 seats in this election.
07:55We need to make this parliament work.
07:56Do you have penalty support for this kind of grand alliance
07:59or grand television or grand...?
08:00Grand Coalition.
08:01Whatever you want to call it.
08:02This grand accommodation of the Labor, Green and Independence
08:05which you seem to be aiming towards.
08:07Do you have support of the field fee for it?
08:09Look, we've spoken to our caucus yesterday, this morning,
08:13standing here with my deputy leader
08:15and any decision I make will be in concert with my colleagues.
08:19It's really important to me that my colleagues are on board
08:22and they are with the approach we're going to take.
08:24But there's still plenty of counting to go.
08:27The Premier has won the most seats.
08:29The Liberals are one of the most seats.
08:30And so it's clear that they're going to have the first opportunity.
08:33Would you be a legitimate Premier in the eyes of Tasmanians
08:36if you only get 10 people vote?
08:38Well, this is about who can deliver the most stable parliament for Tasmania
08:42and Tasmanians are sick of early elections.
08:44The approach that Jeremy Rockcliffe took at the last election
08:47was basically the same approach that he took last night.
08:50He effectively gave the same speech he did 15 months ago.
08:53Chest beating and bravado isn't going to deliver stable government.
08:57And it's clear that the approach that Jeremy Rockcliffe has been taken
09:00hasn't delivered stability.
09:01If you do form government, how much of your agenda can you actually get up?
09:05You only have 55% of the government, really.
09:08Well, if there's a Labor government, we'll be delivering a Labor government
09:11with Labor policy.
09:13Labor policy to deliver Tassie Doc.
09:15This is a policy that will genuinely help Tasmanians
09:19with cost of living and with healthcare at the same time.
09:22It's a policy that has enormous community support,
09:24something I'm passionate about.
09:26But ultimately, whoever is in government after this election
09:29is going to have a number one priority.
09:31And that is a budget crisis that's been brought together
09:34by a Liberal government that's been there for 11 years.
09:36Will they change its mind on the stadium?
09:38We haven't changed our position on the stadium
09:41and we won't be offering that as part of any negotiations.
09:43The Greens, Christy Johnson and Peter George
09:45all say the stadiums are non-negotiable.
09:47So how will you sort of form some sort of relationship with them
09:50if that's a no-go for them?
09:51Look, we're not going to be horse trading on policy here.
09:54What I'm offering is a collaborative approach
09:56for the Tasmanian crossbench and a different way of doing things.
09:59Is the stadium worth not being able to form government?
10:01Let me finish the sentence.
10:03Look, Tasmanians are looking for a different way
10:06of approaching doing politics in this state.
10:08They don't want chess beating or bravado.
10:10They want people who are going to try and collaborate and work together.
10:14It's no good for crossbenchers or me to not work together.
10:19We need to work together in the best interest of Tasmania.
10:22So Tasmanians know what you're trying to do, Dean.
10:24Are you trying to get signed statements or agreements
10:28of support from the independents?
10:30Is that what you're seeking?
10:32At this stage we've opened a line of discussion with the crossbench
10:37and we'll make sure that they understand where we stand.
10:40But we're not going to be horse trading on policy.
10:42We're not going to be selling out Labor values and Labor policy.
10:45But is that what you're seeking?
10:46Is that the idea?
10:47Are you trying to form it?
10:49From the crossbenchers?
10:50Look, in order for Labor to form a government
10:52we would need supply and confidence from members of the crossbenchers.
10:56There's not eight members of independents and minor parties.
10:58You need the Greens.
10:59Will you be getting a written supply and confidence
11:02undertaking and giving that to the Governor?
11:04We won't be doing deals with the Greens
11:05and I've said this repeatedly over and over and over.
11:08We won't be doing deals with the Greens.
11:10We'll be a Labor government delivering a Labor agenda.
11:12Have you spoken to David?
11:14Yes, I have.
11:15Has he ever written anything?
11:18No, he hasn't.
11:19And look, the conversations I've had with the crossbench
11:21have all been respectful
11:23and talked about how we work together in the future.
11:26I want to make sure this Parliament works.
11:28Tasmanians don't want to go to an early election again.
11:31It's important that we show the leadership
11:33right across the Parliament to make this work.
11:36Tasmanians are always right
11:37and their decision was right last night
11:39and what they're saying is they're looking for a different way
11:41of doing politics.
