Alright, thanks for being here.
00:04
Last night Tasmanians voted for a change of approach
00:08
and once again they've delivered Tasmania another hung parliament.
00:12
It looks as though we're going to end up with a very similar
00:16
or the same number of seats for the three parties.
00:20
Labor will be on 10 seats and obviously we wanted to be winning more seats
00:24
and that is disappointing for us and our movement.
00:28
When we took the decision we did to move No Confidence in Jeremy Rockcliffe it was about
00:32
three things. It was about the budget disaster that was about to be
00:36
inflicted on Tasmania, it was about his plan to privatise the assets that Tasmanians
00:40
had built together for 100 years and it was about the performance on the spirits of Tasmania.
00:44
On all of those issues
00:48
Tasmanians wanted change and I'm pleased that the Premier has already abandoned his privatisation
00:52
plan and the spirits of Tasmania are finally coming home.
00:56
But the big challenge facing Tasmania as a state remains
01:00
our budget crisis. Tasmania
01:02
has $4.2 billion worth
01:04
of net debt today but
01:06
over the course of the next four years that will
01:08
triple and that is a position
01:10
that we cannot allow to continue.
01:12
Tasmanians have voted for a change
01:14
Tasmanians have voted for a change
01:16
of approach and they
01:18
want to see their politicians working better
01:20
together and I accept
01:22
that all of us need to change the way that we approach this.
01:26
There's going to be a large crossbench again
01:28
and this is going to be about who can
01:30
form a government that can last
01:32
for four years.
01:34
No one wants another early election
01:36
including myself and the Labor Party
01:38
and so we've got to make this parliament work.
01:40
This morning I've spoken to
01:42
a number of members of the crossbench
01:44
and offered
01:46
that Tasmanian Labor will try and work
01:48
differently and collaboratively
01:50
with the crossbench.
01:52
It appears as though the Liberals have won
01:54
14 seats although there's a lot
01:56
of counting still to go.
01:58
It's difficult to see how they get to
02:00
18 seats from 14 but as I said
02:02
there's a lot of counting to go.
02:04
We need to see, wait and get the final results
02:07
but over the course of the next few days
02:10
we'll be speaking to crossbenchers
02:12
and making sure they understand where Labor stands.
02:15
But what I do want to reiterate
02:17
is that Tasmanian Labor will not do deals
02:19
with the Greens.
02:20
I repeated that hundreds of times
02:23
during the election campaign
02:24
and I will not change that.
02:26
Tasmanian Labor believes in
02:29
Tasmanian Labor believes in jobs
02:32
safe, secure, well paid jobs
02:34
and we support traditional industries
02:35
that have been supporting Tasmanian
02:36
regional communities.
02:38
I've already been speaking to the business community
02:40
this morning to reassure them
02:41
that Tasmanian Labor won't be changing
02:43
from our support for those things.
02:45
But we will seek to collaborate better
02:47
with the crossbench where we can find
02:49
common interests that Tasmanians want to see.
02:52
Tasmanians want to see their parliamentarians
02:54
behaving maturely like adults
02:57
and working together towards a Tasmania
02:59
that's better.
03:00
Tasmania's got incredible opportunities
03:02
in front of us.
03:03
We are and should be
03:04
the renewable energy powerhouse
03:05
of the country
03:06
and yet we've lost that position.
03:08
We've got huge opportunities
03:09
around renewable energy
03:11
around our young people
03:12
and yet we've got so many challenges
03:14
in front of us.
03:15
We have a budget crisis.
03:17
Tasmania's education system
03:19
is performing the worst of any state.
03:21
Our health system is in crisis
03:23
and we need to do better for Tasmanians.
03:25
That's my commitment over the next few days
03:28
or weeks or however long this takes
03:30
to do whatever we can
03:32
to make Tasmania a better place.
03:34
Which crossbench do you need?
03:36
I'd say all of them, I think.
03:39
Including the green?
03:40
No, sorry.
03:41
Independent crossbenchers, yes.
03:42
Do you have any road swap in?
03:43
No.
03:44
Are you confident you can get the three you need?
03:45
And I haven't sorted.
03:46
Are you confident you can get the three you need?
03:47
Are you confident you can get the three you need?
03:49
Look, we'll speak with everyone respectfully
03:52
and I won't go into the details
03:54
of any of the conversations
03:55
but we'll treat people with respect
03:57
and I think that's what the crossbench is looking for
03:59
and it's also what Tasmanians are looking for.
04:02
Chest beating and bravado doesn't cut it.
04:05
What we need to see is collaboration
04:07
and working together.
04:08
Tasmanians want to see their politicians
04:10
rise to a higher level.
04:12
They want to see us working better together
04:13
and they don't want another early election.
04:15
It's clear that Jeremy Rockcliffe having won the most seats
04:18
is going to have, he's got the first crack
04:21
at forming a government here
04:22
but it's also clear that it's going to be difficult
04:24
for him to get to the 18 seats that he needs.
04:26
Why do you think Labor performed so badly?
04:29
Well, I think Tasmanians, firstly,
04:32
didn't want to go to an early election
04:34
and the Liberals successfully prosecuted a case
04:36
about how the election was called.
04:39
But let me be clear, Jeremy Rockcliffe won minority government
04:44
last year and the deals that he signed with the crossbench
04:48
fell apart for three key reasons.
04:50
They broke the budget, they tried to sell Tasmania's assets
04:53
and they left our spirits of Tasmania
04:55
on the wrong side of the world.
04:57
Did you say you haven't sought official support from those?
05:01
I haven't, look, I haven't asked for...
05:03
These are early stages of discussions.
05:05
I've opened the lines of communication this morning
05:07
to the crossbench and explained our position going forward
05:12
and offered to work constructively with them
05:14
in line with the message that I heard from Tasmanians last night.
05:17
Have you spoken to Rosalie Woodrow?
05:19
No, I haven't.
05:20
Do you intend to do so?
05:21
I mean, you need those five votes.
05:23
So I've been clear with Tasmanians before this election
05:26
that I won't be doing any deals with the Greens
05:28
and I'm not going to change that.
05:30
Tasmanians don't want to see people say things one day
05:33
and then change their mind afterwards.
05:35
They want to see us be consistent.
05:37
Tasmanians want to see a Tasmanian...
05:40
Sorry, people living in regional communities
05:44
don't want to see me go back on what I've said.
05:47
What I've said to Tasmanians is that we back safe, secure, well-paid jobs.
05:51
We back the aquaculture industry, forestry and mining.
05:54
They're things that are really important to me
05:56
and I'm really passionate about
05:57
and our team is really passionate about.
05:59
But there will be things we can collaborate on
06:01
with independents in particular.
06:02
We want to work with them on things
06:04
that make Tasmania a better place.
06:06
I'm not going anywhere, guys.
06:08
Peter, George and Christy.
06:10
How can you go without speaking to the Greens
06:12
giving you the best support?
06:14
Well, as I said, I won't do deals with the Greens.
06:16
I've been steadfast in that.
06:17
I won't be changing my position.
06:18
So, just to be clear, you're expecting their support
06:20
with no... nothing conceded.
06:23
Look, I will...
06:28
The Greens will make their own choices.
06:30
They've made their choice to vote no confidence in Jeremy Rockcliffe
06:34
and that's a matter for them.
06:36
How can you say...
06:38
Apart to minority government?
06:40
Apart to minority government?
06:42
Look, we'll work constructively and collaboratively
06:46
with the parliament and the crossbench
06:48
that Tasmanians have given us.
06:50
That's what people expect us to do.
06:52
What I will say is that we'll do whatever we can
06:55
and we'll work as hard as we can
06:57
so that Tasmanians don't keep going through early elections.
07:00
This was the second, third early election in a row for Tasmanians
07:03
and it's clear they're sick of it.
07:05
And they expect leadership from people like Jeremy Rockcliffe
07:08
and myself and the crossbench
07:10
to make sure that doesn't happen again.
07:12
How much responsibility do you take for that early election?
07:17
Well, we saw the state of Tasmania's budget.
07:20
The state of Tasmania's budget is currently
07:22
there's about $4.2 billion worth of net debt
07:25
and it triples over the next four years.
07:28
There's no opposition leader worth...
07:31
There's no opposition leader in Australia
07:34
that would have just stood idly by
07:36
and let them do that.
07:37
They would have wrecked our state and sent it broke.
07:40
But at the same time as you've had the parliament essentially,
07:42
it's not an election.
07:43
It's been wasted.
07:44
How long does Australia?
07:45
Well, we obviously wanted to win more seats.
07:48
We wanted to win more seats
07:50
so that we would be in a better position.
07:53
But we've won 10 seats in this election.
07:55
We need to make this parliament work.
07:56
Do you have penalty support for this kind of grand alliance
07:59
or grand television or grand...?
08:00
Grand Coalition.
08:01
Whatever you want to call it.
08:02
This grand accommodation of the Labor, Green and Independence
08:05
which you seem to be aiming towards.
08:07
Do you have support of the field fee for it?
08:09
Look, we've spoken to our caucus yesterday, this morning,
08:13
standing here with my deputy leader
08:15
and any decision I make will be in concert with my colleagues.
08:19
It's really important to me that my colleagues are on board
08:22
and they are with the approach we're going to take.
08:24
But there's still plenty of counting to go.
08:27
The Premier has won the most seats.
08:29
The Liberals are one of the most seats.
08:30
And so it's clear that they're going to have the first opportunity.
08:33
Would you be a legitimate Premier in the eyes of Tasmanians
08:36
if you only get 10 people vote?
08:38
Well, this is about who can deliver the most stable parliament for Tasmania
08:42
and Tasmanians are sick of early elections.
08:44
The approach that Jeremy Rockcliffe took at the last election
08:47
was basically the same approach that he took last night.
08:50
He effectively gave the same speech he did 15 months ago.
08:53
Chest beating and bravado isn't going to deliver stable government.
08:57
And it's clear that the approach that Jeremy Rockcliffe has been taken
09:00
hasn't delivered stability.
09:01
If you do form government, how much of your agenda can you actually get up?
09:05
You only have 55% of the government, really.
09:08
Well, if there's a Labor government, we'll be delivering a Labor government
09:11
with Labor policy.
09:13
Labor policy to deliver Tassie Doc.
09:15
This is a policy that will genuinely help Tasmanians
09:19
with cost of living and with healthcare at the same time.
09:22
It's a policy that has enormous community support,
09:24
something I'm passionate about.
09:26
But ultimately, whoever is in government after this election
09:29
is going to have a number one priority.
09:31
And that is a budget crisis that's been brought together
09:34
by a Liberal government that's been there for 11 years.
09:36
Will they change its mind on the stadium?
09:38
We haven't changed our position on the stadium
09:41
and we won't be offering that as part of any negotiations.
09:43
The Greens, Christy Johnson and Peter George
09:45
all say the stadiums are non-negotiable.
09:47
So how will you sort of form some sort of relationship with them
09:50
if that's a no-go for them?
09:51
Look, we're not going to be horse trading on policy here.
09:54
What I'm offering is a collaborative approach
09:56
for the Tasmanian crossbench and a different way of doing things.
09:59
Is the stadium worth not being able to form government?
10:01
Let me finish the sentence.
10:03
Look, Tasmanians are looking for a different way
10:06
of approaching doing politics in this state.
10:08
They don't want chess beating or bravado.
10:10
They want people who are going to try and collaborate and work together.
10:14
It's no good for crossbenchers or me to not work together.
10:19
We need to work together in the best interest of Tasmania.
10:22
So Tasmanians know what you're trying to do, Dean.
10:24
Are you trying to get signed statements or agreements
10:28
of support from the independents?
10:30
Is that what you're seeking?
10:32
At this stage we've opened a line of discussion with the crossbench
10:37
and we'll make sure that they understand where we stand.
10:40
But we're not going to be horse trading on policy.
10:42
We're not going to be selling out Labor values and Labor policy.
10:45
But is that what you're seeking?
10:46
Is that the idea?
10:47
Are you trying to form it?
10:49
From the crossbenchers?
10:50
Look, in order for Labor to form a government
10:52
we would need supply and confidence from members of the crossbenchers.
10:56
There's not eight members of independents and minor parties.
10:58
You need the Greens.
10:59
Will you be getting a written supply and confidence
11:02
undertaking and giving that to the Governor?
11:04
We won't be doing deals with the Greens
11:05
and I've said this repeatedly over and over and over.
11:08
We won't be doing deals with the Greens.
11:10
We'll be a Labor government delivering a Labor agenda.
11:12
Have you spoken to David?
11:14
Yes, I have.
11:15
Has he ever written anything?
11:18
No, he hasn't.
11:19
And look, the conversations I've had with the crossbench
11:21
have all been respectful
11:23
and talked about how we work together in the future.
11:26
I want to make sure this Parliament works.
11:28
Tasmanians don't want to go to an early election again.
11:31
It's important that we show the leadership
11:33
right across the Parliament to make this work.
11:36
Tasmanians are always right
11:37
and their decision was right last night
11:39
and what they're saying is they're looking for a different way
11:41
of doing politics.
11:42
They're looking...
