Hope for peace as DRC and M23 sign ceasefire framework
A far-reaching truce aimed at ending the conflict in eastern Democratic Republic of Congo (DRC) has been signed by the Congolese government and the Rwanda-backed M23 rebel group. The agreement, reached in Doha, Qatar, includes a permanent halt to hostilities on land, in the air, and on water.

00:19The declaration of the principles signed today paves the way for direct negotiations towards a comprehensive peace that addresses the deep-rooted causes of a conflict, with a commitment to implement the agreement's articles responsibly.
00:35Both sides have pledged to fully cooperate with global and regional bodies with a key promise to restore state authority in Eastern DRC as part of a clear roadmap.
00:46One of the most important articles of the Declaration of Principles is the affirmation of the state's control and authority over its entire territory, which is a normal thing for any country, regardless of the president, administration, or officials.
01:02However, there is this ongoing conflict. The issue requires following up on this dialogue and requires persistence.
01:09The agreement also tackles the humanitarian toll of the conflict. It guarantees the safe, voluntary and dignified return of refugees and displaced people in line with international law.
01:28Both parties are also committing to working with UN peacekeepers and regional bodies to protect civilians. The final peace deal is set to be signed no later than August 1st.
