00:00Now the worst of this flash flooding happened in New Jersey, and that is where Governor Phil
00:05Murphy declared a state of emergency. This is what it looked like in Plainfield, Union County,
00:10a road looking more like a river surrounding homes and cars. This here, the scene in Westchester
00:17County, pictures show water almost up to the windows of cars on the Sawmill River Parkway,
00:23and then a very similar situation in Rockland County, which also saw dangerous flooding
00:28conditions. Cars lined up as water is starting to rise on the road there, you can see.
00:34Tonight, we have team coverage with reporters spread out across New York and New Jersey.
00:38Let's begin here in studio with our first alert weather team, Lonnie Quinn, with our forecast.
00:43How are things looking now, Lonnie? Much better, KJ. I want to get that out first and foremost.
00:48The worst part of this storm is behind us. Now, we still have some rain out there. We'll still have
00:51some rain during the overnight hours. Look, you're going to still have some rain tomorrow, but it's a
00:54better day than what we dealt with. Currently, this one area, Monmouth, Middlesex County, that's
00:59the only area right now that has a flash flood warning. That's going to be allowed to expire,
01:03I predict, in a very short period of time. Heaviest rain currently, southern portion of Ocean County,
01:08down around Stafford, pushing out towards Long Beach Island. That's where you see those flashes
01:11of red, where you have the heavy rain. You did not have it in Ocean County earlier. You're catching
01:16it right now. It's been extreme flooding, torrential rain, stranded cars all over the place.
01:20And when you look at this map, you can get an idea of where it was, where it wasn't. Basically,
01:25take Sandy Hook, draw a line over towards Fairfield, Connecticut. Anywhere north of that line,
01:31that's where all those storm reports are, be it cars trapped in rising waters. We had a tree down
01:37with strong winds in Nanuet. And the amount of rain we picked up, big numbers, six to eight inches of
01:42rain. Specifically, Union County had it. Also, we had it in Rockland County, portions of Westchester.
01:48But numbers on the board, well, they say one thing. Pictures say a whole lot more. My colleague
01:54and my new friend, Scott Padgett, is in the ARVR studio with our virtual weather report in terms of
02:00what it looks like picture and video-wise. Take it away, Scott.
02:03Hey there, Lonnie. Yeah, first of all, weather day for us. And we're going to be able to show that video
02:06to you. First, we want to go ahead and start out at Elmsford. This is up in Westchester County.
02:10Take a look at this. You can see the first responders helping a person out of their car there,
02:16climbing over the wall. That person stranded by the flooding waters, trying to shut their door a bit
02:21more, getting them over that barrier as they were just dealing with a flooded road. Their car then
02:27just stalled out. So a rescue there. First responders very busy as we went through the day
02:33today. Eventually, that person getting into a vehicle. Then let's go for here. Still in Westchester
02:37County. This is along 287. If we want to show that video, look at this. These 18-wheelers driving
02:43through some of the heavier rain. Cars trying to navigate just roadways. This is the eastbound
02:48lanes of Valhalla. Cars and trucks wading through all of the water. So it definitely was a day today
02:53of flooding like this all over the tri-state area. Christine, you have more about this really
02:58damaging day today. Certainly was, Scott. Massive flooding led to dramatic rescues in New Jersey.
03:04Let's talk more about that now. CBS News New York was first on the scene as it unfolded in Scotch
03:10Plains. Dick Brennan is there live tonight for us. And Dick, I know you spoke one-on-one
03:15with some people who were rescued. Yeah, and the rescuers were unbelievable. Wait till you
03:21see them. We can tell you right now, though, the authorities are all over Scotch Plains,
03:27Union County. They're looking in submerged vehicles, making sure that everyone got out safely.
03:32They're also reopening roads. This one opened just like five minutes ago. In the meantime,
03:36people here say this is some of the worst flooding they've ever seen. And yes, they've seen their
03:41share of floods. In the meantime, as you mentioned, tonight there were some terrifying rescues.
03:48The raging floodwaters raced through Scotch Plains, stranding drivers all over who were trapped as the
03:55tide got higher. And look what rescuers had to do to save people. This man pulled across floodwaters by
04:01rope and finally to save ground. I was driving back in the middle of the street. The water was right
04:09here. In the car up to you. In the car. So. And then what happened? And the guys, they came here and
04:14rescued. Intense rainfall caused the Greenbrook River in the Huachung Reserve to overflow.
04:20Authorities had to launch boats into the streets. How quickly did the water ride? Really very quickly.
04:26Um, maybe within like 15, 20 minutes, it went from maybe just a little stream of water and then it
04:31just started flooding over. Like a river. Yeah, it was really bad. How scary was that? Pretty scary.
04:35Tonight, rafts made their way through the streets, scooping up people with no way out. Others were
04:41brought in by front loader. We couldn't go any further. So we had to get out and we tried to go up
04:48the road and we couldn't. So they told me just to stay there and they came and picked me up in a loader.
04:53Just to give you an idea how intense and how high these floodwaters got, check this out.
04:58This log floated in here and wound up in the parking lot of a quick stop. People whose cars
05:04were submerged had no way to get home except by way of this giant truck, which became a huge bus
05:11for folks who had had it, well, up to here. Yeah, how you doing? We're hanging in there. Hanging in there?
05:17Yeah, all good. These guys rescued you? They're doing a good job. How long were you stuck?
05:22A couple hours. What was it like being stuck like that? It's frustrating.
05:26Frustrating? Yeah, it's really frustrating. Yeah. But finally, you're getting home maybe?
05:30Yeah, thanks for these guys. They are doing a really good job.
05:36Yeah, let's give a big thank you to all those first responders who are still out there right now
05:40making sure that people are getting home safe. And Christine, speaking of getting home safe,
05:43a lot of those people you just saw that we interviewed, they're likely still on their way
05:47home even if they live just a few towns over. That's because so many roads are blocked and it's
05:53just hard to get from there to here. Christine, back to you. Absolutely, Dick. And we can see that
05:58traffic behind you. Probably a lot of those folks that you just described finally getting home in
06:03their cars tonight. Dick, great work out there. Hopefully. Hopefully. Yes, absolutely. Well,
06:09let's go to other parts of the tri-state area. Union County now, where flooding damaged businesses
06:14there. But even the rain moving in fast, people didn't think twice about helping their neighbors
06:20in need. Addie Guajardo, live in Plainfield with the latest. Addie?
06:26Hey there, Christine. I'm out here on Wachung Avenue and I'm going to step out of the way so you
06:30can take a look at it. Where this street remains flooded, I've seen several people out here
06:34wading in waist-deep water. And if you can see a little bit further back, you see at least three
06:39cars completely stalled out in several feet of rain. This is a scene that played out in other
06:45parts of New Jersey as well.
06:51Torrential rain triggered flash flood warnings across parts of New Jersey. The rapid rainfall
06:56flooded streets, stalled out cars, and sent crews scrambling to shut down roads.
07:01In Plainfield, heavy rain turned streets into rivers, rushing past homes and knocking down
07:08trees. I've never seen flooding like this. I've never seen
07:11prospects in Wachung actually flooded like this. Michael Vargas says the directions on his phone
07:17led him to a flooded street where he was trapped for more than an hour. It was all the way up,
07:22all the way up here. So just sat there. I'm sure the car, I mean, there's nothing I could do with
07:26this. It's just ruined, so time for a new car. In a time of need, some jumped into action to help
07:32others. What are we doing in Plainfield? Try to help a neighbor out along the way. In Rosal Park,
07:37rain flooded several businesses on Chestnut Street. Probably about six inches to a foot inside the
07:42restaurant. Russell Olden, one of the owners of Dowling's Irish Pub and Restaurant, says he rushed
07:47over as soon as he found out about the flooding. It's not just my business. It's not just my employees.
07:53It's everybody down in this area. The water comes in. It comes in quick, and there's really no time
07:58to react to it. As the water recedes in some areas, the cleanup efforts are beginning to get underway.
08:03It's disheartening. It's not the best feeling in the world, but we're resilient. We're strong.
08:13Now, Russell tells me the last time his restaurant flooded was during Hurricane Ida,
08:17so he knows exactly what he needs in Nudex, and that's bringing in professional to help to assess
08:22the damage. Now, I also spoke to the tow truck driver that ended up getting Vargas out of this
08:27flooded street, and he told me it has been a very busy night for business. In New Jersey,
08:33Addie Guardo, CBS News, New York. Addie, thank you. Let's go to Middlesex County now,
08:38where you can see flooding on the streets and also the sidewalks. People with umbrellas trying to
08:43make their through the water in Metuchen. These similar scenes playing out across the area today,
08:49including Westchester County. Drivers actually had to abandon their cars that were trapped in the
08:56water. First responders also rescuing people trapped on the Sawmill River Parkway. Let's go to
09:02Jenna DeAngelis. She'll continue our team coverage from Mobile 2. She's been monitoring the conditions
09:07in Elmsford tonight. Jenna? Yeah, Christine, we've been driving around all night, and we've run into
09:14many flooded and closed roads. It's been really difficult to get around. You can see here, this is
09:19Sawmill River Road, and it is impassable. A car is stuck in the middle of the road, and then as we turn
09:26the car over to neighboring Payne Street, that's also flooded. And as you can imagine, it's been a busy
09:31night for first responders. Emergency crews rescue a driver stuck on a flooded Sawmill River Parkway in
09:37Elmsford, helping them out of their car, walking through knee-deep water to safety. A different
09:43vantage point from the Metro North Tracks in Hawthorne, where a commuter captured cars stuck on the
09:48parkway. It's among many roads closed in Westchester County Monday night as heavy rain hit the area. As we
09:55were driving in Mobile 2 on Sawmill River Road, we came across Le Mans Street, taken over by floodwaters.
10:01You could see debris floating and cars parked behind NAPO Auto Parts submerged. A similar
10:07scene on nearby streets in Elmsford, where drivers got stuck. We spoke with the Westchester County
10:13executive, who says the county received numerous 911 calls. The water came up very, very quickly. It was
10:19not something that was just a gradual move up, but certainly in some of our more prone areas, like
10:26the Bronx River Parkway right there on Main Street, which traditionally floods when it rains really
10:31hard. Again, in those cases, those folks are being rescued by local emergency services personnel,
10:37mostly the local fire departments. First responders have been busy responding to more than flooding.
10:43The Valhalla and Elmsford Fire Departments worked to put out a car fire on Grasslands Road,
10:48telling us thankfully the driver is okay.
10:50And bring you back out here live. Given this is what some roads still look like at this hour,
10:59keep in mind it could be a tough morning commute, so be sure to prepare for that.
