00:00A Liverpool MP says he's bitterly disappointed after his attempt to push forward a landmark piece of legislation known as the Hillsborough Law was blocked in Parliament.
00:10Ian Burn, a survivor of the 1989 disaster, is urging the Prime Minister and Labour leader Sir Keir Starmer to back what he calls the real Hillsborough Law before the party conference in Liverpool this September.
00:2397 football fans were unlawfully killed in the 1989 FA Cup semi-final at Hillsborough Stadium.
00:31Decades on, survivors and families have campaigned for legal reforms to ensure no other family faces the same barriers to truth and justice.
00:41The proposed law, officially titled the Public Authority Accountability Bill, includes a duty of candour, that's a legal responsibility for public officials to tell the truth during inquiries along with illegal funding for affected families.
00:55The government had introduced a similar bill which was criticised by campaigners and legal experts for not having a legally binding duty of candour.
01:04It was pulled over concerns related to who the duty of candour would apply to.
01:09Ian Burn, MP for Liverpool West Derby, brought the original draft of the bill first written in 2017 back to Parliament earlier this month.
01:18However, on Friday it was blocked by a government whip.
01:21In a statement, Burn warned that failing to act risks another betrayal of Hillsborough families and he called on Starmer to bring forward the full version of the bill.
01:31Earlier this month, Sir Keir Starmer said he was committed to introducing a Hillsborough law but added he wanted to take the time to get it right.
