00:06:56This after the Supreme Court ruled in March that Poe was qualified to run.
00:07:02She was abandoned as a newborn and certain of her fate.
00:07:06Now Poe is leaving it up to Filipino voters to decide where that fate will bring her next.
00:07:12Unlike his presidential candidate, Francis Escudero was an early favorite in the vice presidential race,
00:07:21but his ratings faltered later on in the game.

00:07:29Until recently, Francis Escudero was a consistent vice presidential frontrunner.
00:07:34He has slipped into third place, dislodged by closest rivals Wong Bong Marcos and Lenny Robredo.
00:07:40And after the vice presidential debates hosted by CNN Philippines, he has yet to bounce back.

00:08:06At 28, Escudero replaced his dad as Sorsogon's first district representative,
00:08:12his first foray into politics.
00:08:14He pushed for laws improving education, especially for the young.
00:08:17Whether you're a sidewalk vendor or a farmer or a driver,
00:08:21at the end of the day, the greatest equalizer will be education.
00:08:24And government should fund it.
00:08:26I guess equality is my dream for our country.

00:08:33Escudero became spokesman for Fernando Poe Jr.
00:08:36when the actor ran for president in 2004.
00:08:40As House Minority Floor Leader,
00:08:42he was at the forefront seeking President Gloria Arroyo's impeachment.
00:08:46His rise to politics led him to the Senate in 2007.
00:08:49More than 140 bills were enacted into law with his support,
00:08:53including the law giving tax relief to low income earners.
00:08:57He lobbied for the creation of more trial courts,
00:09:00pushed for zero backlog on pending bills,
00:09:03and sought a more transparent budget deliberation.
00:09:06In 2009, Escudero bolted the Nationalist People's Coalition
00:09:10following disagreements with party leaders over his political plans.
00:09:14While he went all out for his good friend,
00:09:16Noinoy Aquino, who ran for president in 2010,
00:09:19he chose to support Jejo Marbinar for vice president,
00:09:23and not Aquino's running mate, Mar Rojas.
00:09:25That drove a wedge between him and Rojas,
00:09:28they are not in speaking terms to this day.
00:09:31Escudero was re-elected to the Senate in 2013 as an independent candidate.
00:09:35Along with FPJ's daughter, Grace Poe,
00:09:38he enjoyed the backing of President Aquino's Rainbow Coalition.
00:09:41As a veteran politician,
00:09:43he had the makings of a presidential candidate.
00:09:46But for these elections,
00:09:47he chose to be merely Poe's running mate.
00:09:49But it's now also his time to become the country's next second-highest leader.

00:09:59When you look at Grace Poe,
00:10:00imagine this candidate who built a lead
00:10:04expecting that after the Supreme Court decision,
00:10:09it would really boost their campaign.
00:10:11And it did not materialize.
00:10:13And I think because after the Supreme Court,
00:10:17still, there was still uncertainty with, again,
00:10:21charges or filing of charges against still on his citizenship,
00:10:27other candidates saying her loyalty to the country.
00:10:30So basically, the continuous attack on her
00:10:33has caused the momentum of her campaign.
00:10:35There are two women candidates,
00:10:37but Miriam Deferm, George Santiago,
00:10:40is not in the running as far as most people are concerned.
00:10:44And he was very clear Poe moving towards becoming the women's candidate.
00:10:49The anti-Duterte, a mahinaon, protective of women.
00:10:53She's actually going for a women's vote.
00:10:56Just as a person whose bias is really for women's rights
00:11:00and has been looking at the data for women's votes over the years,
00:11:04this is, to me, an interesting and helpful or hopeful sign
00:11:09that apparently the advisers and their looking at the internal polls
00:11:14and the traction of the women upset over the misogyny of Duterte
00:11:21has led Grace Poe to believe
00:11:23that an appeal to women voters and women's issues
00:11:27will be helpful for her.
00:11:30Okay, let's talk about cheese.
00:11:31Yes, let's not forget that this man considered running for president
00:11:35in the last elections, and he had to cancel his campaign.
00:11:38And it's also important to remember
00:11:40that he did not top the last senatorial elections.
00:11:44So in a way, to expect that he will maintain his front-runner status
00:11:47is, I think, a bit too much.
00:11:50And especially after a lot of the vice presidential candidates
00:11:53were able to define their narratives.
00:11:55A while ago, we talked about Senator Marcos,
00:11:57who ran on the narrative of unity and moving forward.
00:12:01You have Congresswoman Robredo, who runs on the narrative
00:12:03of fighting for the marginalized, the nasalailayan.
00:12:06And you think of Cheese Escudero.
00:12:08So what is that?
00:12:09What is the counterpart of moving forward
00:12:11and representing the marginalized?
00:12:13The easy answer is education, agriculture.
00:12:16But these aren't issues that can only be associated to him.
00:12:19These are issues you can associate to many people.
00:12:21Precisely because he banks on rhetoric.
00:12:24I think that's both his strength and weakness.
00:12:28Forget his voice.
00:12:29Forget about his strange voice.
00:12:32People make fun of that.
00:12:33But the truth is, he chooses the right words
00:12:35at the right time what to say.
00:12:36And I think I appreciate that.
00:12:37And he's a very well-educated man.
00:12:39He just showed his credentials here.
00:12:41But I think ultimately, the bigger issue here
00:12:43is that why is he running for vice president?

00:13:22And I think when we say credible elections,
00:13:25it's not enough that it's honest.
00:13:27It should be perceived to be honest
00:13:29by a good majority of our citizenry.
00:13:33And in order to do that, I think we have to do certain things.
00:13:35For example, one key result area is transmission.
00:13:39We have to make sure that the results
00:13:41are not only accurately counted,
00:13:43but they should also be released quickly.
00:13:46So our contract provides that we are supposed to get the results
00:13:51within 24 hours.
00:13:53Well, transmission should be made within 24 hours
00:13:56after the close of the polling center.

00:14:23Liberal Party standard bearer Ma Rojas has a long track record
00:14:26in government service, but this did not translate into favorable scores
00:14:30in the presidential pre-election surveys.
00:14:33AC Nichols reports.
00:14:34In 2010, Manuel Mar Rojas II surrendered his presidential ambition to give way
00:14:40to then-Senator Ninoy Aquino III.
00:14:43He ran for vice president, but lost to Jejo Marbinae of the United Nationalist Alliance.
00:14:49Six years later, Rojas' time has come.
00:14:53He is President Aquino's choice for the country's top post.
00:14:57As standard bearer of the ruling Liberal Party,
00:15:01Rojas' platform of government is anchored on continuing the reforms
00:15:04his former running mate has started.
00:15:07It's amazing what we can attain as a people.
00:15:17Rojas, grandson of a former president,
00:15:20was not completely out of the public eye after his shocking loss to Binay.
00:15:24He served as transportation secretary
00:15:26before taking over the interior and local department
00:15:29following the death of the late Jesse Robredo.
00:15:33But his stint in government began much earlier.
00:15:36In 1993, Rojas gave up his job as investment banker in New York
00:15:40and returned to the country to replace his late brother
00:15:43as CAPE's representative to the House of Representatives.
00:15:47Rojas has been in government ever since,
00:15:49becoming senator and then trade secretary
00:15:52under the Estrada and Arroyo administrations.
00:15:56Popularly known as Mr. Palenque,
00:15:58Rojas still underscores the importance of improving local markets
00:16:02and improving the country's investment climate.
00:16:04Throughout his campaign for the May elections,
00:16:07Rojas promises to create more jobs and ease poverty.

00:16:45Rojas is lagging in pre-election surveys.
00:16:47His scores play around 17 to 21 percent,
00:16:51putting him in second or third,
00:16:53and most recently, fourth place.
00:16:55Still, Rojas' faith in winning is relentless.
00:16:59He believes the most important survey,
00:17:01and the only one that really matters,
00:17:03is on May 9.
00:17:04Rojas trusts voters will ultimately pick him.
00:17:07The administration party's Lenny Robredo
00:17:12has come a long way from stalling on calls
00:17:14to run for vice president
00:17:16to becoming an open-minded public servant.

00:17:22Days before the filing of certificates of candidacy,
00:17:26Camarines Sur Representative Lenny Robredo
00:17:28finally accepted the Liberal Party's invitation
00:17:31to run for vice president.
00:17:33It took weeks to convince her,
00:17:35but even after her announcement,
00:17:37the reality still had to sink in.
00:17:40Hindi mo talaga tinitingnan na that forward-looking.
00:17:44Robredo's entry into politics was unexpected,
00:17:47happening as it was just a year
00:17:49after the untimely death of her husband,
00:17:51former Interior Secretary Jesse Robredo,
00:17:54in a plane crash in 2012.
00:17:56The Robredo widow beat the patriarch of a political clan in 2013
00:18:00to win a congressional seat in the province's 3rd district.
00:18:04But on a national scale,
00:18:06voters do not know her,
00:18:08according to the results of early pre-election surveys.
00:18:13That's why she's working double time to campaign,
00:18:16even if it means sometimes doing so
00:18:18without her running mate, Mar Rojas.

00:19:55If Marrojas were running for,
00:19:56were applying for a CEO,
00:19:58for a job as a CEO,
00:20:00he would easily clinch the job.
00:20:02He would easily get the vote of everybody else.
00:20:05But that's not really the case here.
00:20:07Simply because, as I said a while ago,
00:20:10people are not necessarily looking for intelligence
00:20:12or for experience,
00:20:14not even platform.
00:20:15that, you know, it's painful to say that here in our context,
00:20:19but really that's the truth.
00:20:20People are still looking for concern for the poor,
00:20:23for moral integrity,
00:20:24and for principio.
00:20:25So, inasmuch as he has been this technocratic person,
00:20:29the message that he conveys to all of us,
00:20:32or at least to the public,
00:20:33is not necessarily gaining traction.
00:20:36More importantly,
00:20:37his record in Tacloban, for example,
00:20:39yes, he might have been there,
00:20:41Zamboanga,
00:20:41he might have been there also, right?
00:20:43But, at the end of the day,
00:20:45leadership is about visibility.
00:20:46So, if people did not really see him there,
00:20:48and we have so many narratives in Tacloban
00:20:50about his seeming absence there,
00:20:53in the wake of Yolanda,
00:20:54whatever technocratic intervention that he was doing,
00:20:58would just fade in the picture.
00:21:00I think, well, first of all,
00:21:02on Marojas,
00:21:03whatever happens to his campaign,
00:21:05they will have to look back
00:21:06as the crucial decision was
00:21:08that he was going to decide
00:21:10to be the Daang Matuid candidate.
00:21:13And apparently, some of the problems,
00:21:15many of his problems arise from that,
00:21:17which is very strange
00:21:18because President Aquino
00:21:20has broken some of the records
00:21:23by still having this, you know,
00:21:25acceptance and trust rating
00:21:27at the end of the term.
00:21:28So, perhaps it was a wise decision
00:21:31if you were just to look at polling,
00:21:32but this empathy,
00:21:33this lack of empathy,
00:21:35which has been the problem
00:21:36of the Aquino administration,
00:21:38is particularly dangerous
00:21:40because that's also how people see Marr.
00:21:43Not charismatic,
00:21:45not having this touch
00:21:47for the poor and ordinary person.
00:21:49Right?
00:21:49Dindo, Nicole,
00:21:50will there be that perfect storm
00:21:52for Lenny Robredo?
00:21:53Well, I think what Lenny Robredo
00:21:55accomplished in this campaign
00:21:56is not an easy achievement
00:21:57for someone who has
00:21:58a very low awareness rating

00:22:03at being the last woman standing,
00:22:04to use her own terms.
00:22:06It's pretty exciting, I think.
00:22:08And to be doing even better
00:22:09than Mara.
00:22:11I think part of that
00:22:12is because, again,
00:22:13of her very clear narrative
00:22:14of everyone running
00:22:15for vice president.
00:22:16she's the only one
00:22:17who has a clear narrative
00:22:18of working with the poor.
00:22:20Pero puede pa rin pa siya humabol?
00:22:23Yes, she has a stronger chance
00:22:25than the running mate,
00:22:27Mara Rojas,
00:22:28in terms of catching
00:22:29the first place in the surveys.
00:22:31Down by 5%.
00:22:32And she just needs to build
00:22:35and strengthen her support base
00:22:36in Luzon,
00:22:37where she should be strong.
