00:00Y despite his cruelty, Putin has not achieved his ultimate goal.
00:05He never will.
00:06Ukraine stands strong despite all, and we have their back.
00:10Thank you, Government of Italy and Prime Minister Meloni,
00:14for organizing this conference to show that we remain united in our determination.
00:20And thank you, Prime Minister Tusk, for hosting the next conference in 2026.
00:24We hope that by then this nightmare will be over.
00:30Spain's support has been solid and continued.
00:34Since February 2022, we have committed military support worth close to 3 billion euros.
00:41We have allocated 110 million euros in humanitarian action,
00:45from building safe heavens for children and teachers to supporting mobile maternity units.
00:52And we have channeled 840 million euros in financial aid,
00:57offering safe environments to displaced Ukrainians has been also a top priority for my government.
01:05Spain hosts the fourth largest displaced community in the European Union with over 245 Ukrainians.
01:14They will soon have the Casa Ukrania at their service in the province of Alicante.
01:19But the war continues, and our support is more necessary than ever.
01:24Today, I would like to reiterate my country's support to Ukraine with two announcements.
01:30First, we will open a new office for the reconstruction of Ukraine in the capital of Spain,
01:35in Madrid, to support Spain's engagement in building a better future for all Ukrainians.
01:41It will help leverage official financial instruments, ensure institutional coordination,
01:48and enable regular visits to Ukraine by private sector actors that can prove instrumental
01:55in the reconstruction and modernization efforts.
01:58And second, in the coming months, we will convene a new meeting of the Spain's-Ukraine Joint Commission in Madrid,
02:05together with the Business Forum, to enable business-to-business ties.
02:09Spanish companies are at the forefront in areas such as health, energy, water, management, railways,
02:16infrastructure, agri-food, digitalization, and defense.
02:20Encouraging their participation in the reconstruction of Ukraine
02:23will tighten our bilateral relationship and nurture European stability and security.
02:29Dear colleagues, I would like to finish my statement with a message of hope.
02:35As in the recent UN conference in Seville, this meeting in Rome,
02:39the city of the European treaties and the Rome statue,
02:43shows that multilateralism is not just relevant, it is indispensable.
02:48Europe has suffered the most atrocious war, or worse,
02:54but we are living proof that peace and international law
02:58are the only enduring path to stability and progress.
03:03That is why I am confident that Ukraine will write a new chapter of peace,
03:09security, and prosperity on the continent,
03:12and will ultimately complete its journey towards full membership in the European Union.
