00:00Ms. Vice President, welcome to the program. It's my pleasure, Jorge.
00:12So, you were on a panel about the investments, and so you were very decisive with your assessment.
00:22The world is on war first, and so we are speaking in the case of Venezuela.
00:27There is a war against the hydrocarbons industry, and so you mentioned some figures.
00:3426% of the three panel reviewers here, 26% of the oil investment is under sanctions, and so you call it unilateral sanctions.
00:51Because 46% of oil reserves are under unilateral sanctions.
00:58So, 1,041 sanctions about this issue.
01:03So, how much is the impact of the geopolitical issue on the oil situation?
01:09Well, it is a good question. We cannot let aside the energy transition and the future energy
01:18without considering the geopolitical factor in which greatest producers of oil and gas are under sanctions by the West.
01:30So, it is an expression of attacking countries. In the case of Venezuela, you know that Venezuela is under an economic war that hit the hydrocarbon industry.
01:52So, it is paramount to take into account for the future that if we consider the investment in fossil energy, the investment in renewable energy,
02:03we can guarantee the energy dilemma, which is to guarantee energy supplies and that the peoples can afford to them.
02:18So, what is being happening here is that over 1,000 million people, just a billion people just cook with pollutants and so that hurt the health.
02:37And so, and a third factor is that with the climate crisis and so that energy dilemma, we have to guarantee the investments, security of the investments.
02:49So, you said that despite this, you are optimistic and that Venezuela is getting out of, is just facing very well this challenge.
02:57And so, and so till 20, so you, I said, who hit the investments, the, the international blockades, the West that try to, to damage the greatest producers of reserves.
03:14What did they say to Chevron that you can, that they cannot produce, but Chevron has fields in Venezuela.
03:23It is not Venezuela who, who is banning, but the, the U.S. government.
03:28So, the United States government is the one that prohibits, not Venezuela.
03:32So, we have to be honest and we have to be responsible about what can be happening.
03:38Let's suppose that there is no enough investment in the different energy areas,
03:45but the planet knows that that goal of 2050 of zero emission in the energy area, it is not possible
03:55because they, they didn't make the, the, the sufficient investments.
04:03So, this would be enough to guarantee the future of energy.
04:08They, they've talked about 20 billion needed, of the, 20 billion investments needed.
04:17So, the, that's the call that the Venezuela is, is making.
04:23Venezuela cannot be out of the, the energy program.
04:28So, the sanctioned countries, 30, 30 countries represent 26% of the production,
04:3446% of the production, so they cannot be out of the energy program.
04:40We are just telling what's the program in security and in, so, in the energy supply.
04:45That's our call and that's the message that Venezuela is sending.
04:51So, now let's refer to another issue, artificial intelligence.
04:55It is estimated that it is going to be doubled use in two years.
05:04So, that artificial intelligence is, is going to require the whole energy that Japan needs.
05:11And so, if you look at the, the, the electricity, a, matrix,
05:16half of this matrix comes from gas and fossil fuels.
05:23So, so, if there is no, an, an equilibrium, a responsible equilibrium,
05:28there's going to be consequences.
05:29So, the West, the, the, the global North intends with a, an, an hegemony
05:35to create, distorting the whole planet as the, the whole world is at work
05:41because there is an expansion of Zionism and NATO has a policy of controlling
05:47the greatest countries that have reserves and are greatest producers of oil.
05:52And so, NATO has, has, has been targeting countries as China, which is the first economy
05:59of the world.
06:00And they have been tracing a commercial war from the United States, surprising the world,
06:05its neighbors, Canada, and oil producing countries.
06:09So, there is a situation in which hydrocarbon resources are at the epicenter of the geopolitics.
06:16So, we must take measures through our mechanism as those organizations of OPEC.
06:25Remember that five countries founded the OPEC, Iran, Iraq, Saudi Arabia, Venezuela,
06:31and, and so, it is the largest reserve of oil in Venezuela.
06:37And so, the Venezuelan people is aware of taking care of their reserves, not only for their
06:43sustainable development, but for the whole world.
06:47We have to alleviate, mitigate the energy poverty.
06:52It cannot be possible that a quarter of the population be in shortage of energy, that six million people
07:06have no assets to electricity.
07:08So, to mitigate, this is an strategic objective.
07:12So, we cannot have the financial and commercial gaps, but with the artificial intelligence, there
07:20can be added the technological gap, and this cannot be possible.
07:26We have to put our development to the service of the people.
07:32So, to take care of the OPEC as a founder member, and to take care of the OPEC Plus, which has
07:40been stabilized in the energy market, and Venezuela to recover, Venezuela to recover the injuries
07:47of the criminal blockade in its oil industry.
07:53Technologies play an important role, and to have a responsible production in which we could
08:00coordinate all sources of energy to guarantee the access to our people.
08:06So, you refer to, that you count with partners or countries that are on the same page as Venezuela.
08:17You spoke of China and Iran, and you refer to the BRICS.
08:22Well, the BRICS today, with the BRICS Plus, has 42% of the reserves.
08:29You know that Venezuela is a guest country, and so our geopolitical concept of this new world
08:37make us member, make us belong to the BRICS.
08:41So, once Venezuela enters to the BRICS, 66% of the reserves of this planet is going to be on this block.
08:51So, within this, there are the main products and the main consumers.
08:58So, it is an extraordinary space for dialogue and concentration, and so we promote it from here.
09:04So, you live with which message.
09:08So, I am very satisfied because it is very crucial to put the truth of Venezuela here, and we spoke with all leaders about the needs to bend the lies, to tell the truth.
09:25So, you know that the historical stance against OPEC, and I answered you that Venezuela becomes a gas supporter for the regional countries,
09:41for the Caribbean peoples, for the Central American peoples, just to share our technologies and our production.

10:23The Venezuelan Vice President went over the importance of combating and removing the sanctions for the impact that it has on hydrocarbon-producing countries.
10:31She was saying that 25 percent of countries that are in the field are under unilateral coercive sanctions,
10:39and that 46 percent of global oil reserves are also under these coercive sanctions.
10:43And she was also referring to the importance of a balanced energy transition and investment to get this electricity and power to all peoples around the world.
10:54This is right now all happening in Austria, in Vienna, as the 9th International Seminary of OPEC continues to be developed in that country.
