00:00As a founding member of ASEAN, it is an honor for our country to lead our community as we chart our course towards the future.
00:10The ASEAN story is a remarkable account of determination, vision, unity, and cooperation.
00:18It was born in 1967 during one of the most turbulent and challenging periods in a region's history.
00:26Comprising a mix of diverse languages, cultures, colonial experiences, forms of government, and political systems,
00:36ASEAN was seen by some political observers as an experiment bound to fail.
00:44Yet, 50 years later, ASEAN has become one of the world's most successful regional communities.
00:49ASEAN's crucial role as a fulcrum that balances stability and security in the region is a testament of its success in the past 50 years.
01:01ASEAN was successful not just in bringing together a regional community,
01:07but also in shaping the relationships among major players in the ASEAN Pacific region.
01:13ASEAN at 50 is not a complete story, nor it is a finished product.
01:21It is steadily evolving pursuit towards the realization of a vision of a peaceful, stable, and resilient community
01:30with the capability to respond effectively to the challenges within and outside our borders.
01:38In January this year, in my home city of Davao, we assumed chairmanship of ASEAN with the declaration
01:46that the Philippines will remain steadfast in upholding our shared values and aspirations.
01:53Part of this is the promotion of our common interests through mutual cooperation
01:59and constructive engagement with dialogue partners.
02:03At the 30th ASEAN Summit in April, the leaders of ASEAN reaffirmed the commitment to enhance regional integration,
02:14respond to the challenges of climate change and natural disasters,
02:20and address transnational crimes such as the proliferation of illegal drugs,
02:26trafficking in persons, terrorism, and violent extremism.
02:31We continue to address non-traditional security concerns to ASEAN-led mechanisms such as the ASEAN Regional Forum,
02:42the East Asia Summit, the ASEAN Defense Minister's Meeting Plus,
02:47and active engagement with our dialogue partners.
02:53The recent developments in the Korean Peninsula have tested ASEAN's resolve
02:57to keep the peace and ensure the security of our region.
03:01That is why we remain committed in working closely with our international partners
03:08in maintaining stability in the Korean Peninsula.
03:12On the economic front, we continue to work towards a bigger, more open and rules-based market
03:21where businesses, especially micro, small, and medium enterprise, contrived.
03:28We also launched the first roll-on, roll-up, roll-up assured sea route
03:36which connects the Davao and General Santos ports in Mindanao to Beaton port in North Sulawesi.
03:43It is clear a manifestation of our commitment to stimulate trade, tourism, and other areas of development
03:54among our ASEAN member states.
03:59When the leaders of ASEAN and its dialogue partners meet in November on the 31st June Asian Summit,
04:07we intend to reaffirm our commitment to maintaining regional peace and stability,
04:16pursuing maritime security and cooperation,
04:21advancing inclusive innovations-led growth,
04:25strengthening the region's resiliency,
04:27and promoting ASEAN as a global player of a model of regionalism.
04:35We would like to see substantial progress
04:38in negotiation of the Regional Comprehensive Economic Partnership.
04:44As the Philippines completes its duties as chair of ASEAN by the end of the year,
04:49we remain optimistic that the priorities we have set
04:53will not cease as we pass on the chairmanship to our successor.
04:57It is our shared hope and our gains
05:01will become part of our continuing commitment to ASEAN
05:07and the principle for which it stands for.
05:11I therefore call on our fellow ASEAN leaders
05:14to empower our peoples by making them understand the importance of ASEAN in their lives.
05:21Its past gains have directly contributed to the well-being
05:27and how the realization of goals will make their lives better.
05:33Together, let us cultivate our peoples' essence of ownership,
05:40for them to own the ASEAN story as their story,
05:44and to see ASEAN's future as their own.
