00:00India today is moving from a country which would run for jobs all over the world to becoming job creators, not job seekers.
00:12Of course, in some small measure, we have tried to be a part of the startup ecosystem, the startup fund of funds,
00:21various other initiatives to support the startup ecosystem, coupled with the work organizations like IIT Madras have done.
00:33You have that wonderful center of excellence where over a hundred startups are creating value propositions.
00:46I have had the pleasure and privilege of visiting that center.
00:51I have worked very closely with Dr. Junjunwala, Dr. Kamakoti, and I have seen the passion, the enthusiasm, the bright ideas,
01:05the willingness to explore the unknown, the spirit of inquiry that all of you have demonstrated.
01:18It truly makes all of us proud of your wonderful work.
01:23So much so that having now committed the entire first tranche of fund of funds of 10,000 crores in the last budget,
01:34another 10,000 crores has been provided as tranche 2.
01:38And this time around, it is largely going to support the deep tech ecosystem.
01:45We are just formulating the guidelines, and our effort is that this money goes to promote innovation.
01:55It goes to promote the absorption of newer technologies and the development of newer technologies in contemporary fields.
02:05Only in the last cabinet, on Tuesday, we have approved $12 billion, 1 lakh crore.
02:15Which will be provided to the Department of Science and Technology as a zero-interest 50-year loan.
02:27Now, I think smart IIT alumni understands that the present value of that 50-year loan at zero interest is probably 1 rupee or 2 rupees.
02:38Because by the time any repayment has to come back to that fund, it is truly a grant.
02:47But the idea behind this was that it gives us more flexibility to give equity support,
02:54to give grant support, to give low-cost loans,
02:58to roll that money as technologies get fine-tuned and become successful,
03:06get back some money so it goes to somebody else,
03:10to help more and more technologies develop.
03:14And mind you, when we work on new technologies in India,
03:18our cost is nearly 1.6 to 1.7 of what it would cost in Switzerland or Europe or America.
